Jimno, Chief of Police SUBTECT: CHAhlBEROF~~sTTO~ ALCOHOLIC BEYERAGES AT THE KYIUXSS The request to serve alcoholic beverages at the Motocross by the Carlsbad Chamber of Comnerce is presently under consideration by the City. Recent Motocross records show arrests for There have been times when the Police respond Withthe proposed request by the Chamber of Comnerce, it is evident that the additional availability of alcohol, dined with the usual high heat which intensifies the effect of alcohol, will greatly reduce the ability of the Police Department to control and defuse potentially hazardous situations. The Chaniber of Comra3rce should also carefully consider the liability prior to embarking into this proposal. Also, the negative publicity possibility if an incident was to be correlated to the conamption of alcohol sold by the Chaniber at this event. Additional staff study has shown that with the approval of the Chamber of Comnerce request, the Police Department will need to provide six additional regular officers to the complement already planned to provide for anticipated service levels. This is believed to be minimal staff additions to maintain the public safety. Should the request be approved, and subsequent licesnes issued, it is recarmended that the promoters or consessions be required to pay for additional staff necessary to provide the police protection, and the promoters be required to comply to the necessary mpower levels as approved by the Chief of Police. Thirdly, that the concessionaire or promoter provide adequate liability insurance covering the City against any liability. Finally, the Chief of Police have final authority as to the hour of closing the alcoholic beverage concessions.
