Dear Mrs. Casler:
Since June of 1982 I have been actively participating with
the Carlsbad Planning Departments regarding the noise problem that exists from Carlsbad Raceway. To date, the City has not taken any positive action to investigate or mitigate the enormous noise
that is a result of the dragster races on Saturday evenings every
week.
In June of 1982 the San Diego C ounty Noise Office monitored
the raceway at our home and because of their findings, they requested that the city of Carlsbad investigate and take further noise readings.
The sound levels reached 57 decibels and warranted further investi-
gation.
In the past six (6) months I have tried to contact the Carlsbad Planning Department many times to have a noise record of the raceway but either the noise meter was broken or they were not available to
do so. Finally on December 18th, Mr. Paul Clukas, at my request, took the noise meter to the Raceway.
Mr. Clukas advised me on December 20th that he was only able
to get a reading of 10 decibels at the Raceway and that his wife had
stated that the 10 DB reading would indicate that I was a "looney,
old lady".

stated that there would be a hearing in Carlsbad City on January
26th regarding the raceway but that it was not recommended or
necessary that I raise a petition effort by those who are being
adversely affected by the noise impact from the dragsters. Mr.
Clukas also advised that any violation of the Conditional Use
Permit by the raceway management could not be corrected or acted upon by the City of Carlsbad, although the permits and conditional uses were put on the raceway because of the many noise complaints
received by the City.
