Mary Casler 1200 Elm Avenue Carlsbad, Ca., 92008 Dear Mrs. Casler: Reference is made to my letter to you dated December 26, 1982. The following is submitted to you for your information and consideration for a possible and accurate solution. At 5:30 p.m., January 8, 1983, Paul CluKas, Carlsbad Planner, telephoned me to say that the City of Carlsbad had leased a noise monitor from San Diego County Noise Control and that he would tie monitoring that evening &n*our neighborhood. As you know, I had requested to be present at the time of the monitoring, but because of prior plans for the evening I was unable to. I suggested that he moriitor at the Carlsbad Raceway and during that time note how many vehicles were participating, what horsepower and other important and necessary information. He stated that was possible. Although Mr. Clukas stated that he did not think the raceway manage- ment was aware of the monitoring, it is important to nbte the following changes that took place for the weekend's (January 8, Sat.) events. 1. The Raceway recording (727-1171) has always stated: "Saturday night drag qacing. Everybody's welcome. Cars, motorcycles, and off- road vehicles.. . '' other phrases were deleted. vehicles. The noise was not nearly as great as it has been each week these past months when apparantly six or seven high-powered machines are racing at the same time. 3. The noisiest dragsters stopped racing shortly after 10 p.m. Most every week for the past months, we have heard them race until after 11 p.m. Perhaps it is possible that the raceway closed at 10 p,m, or that the heavier engines just did not race after that time. These are obvious changes from the past. Mr. Clukas also stated that if heavier engines raced more than once a month, it was a violation of the Conditional Use Permit. It would seem simpler and altogether possible to check the records of the raceway for the past months to identify the type of motor car raced. I am of the opinion from past experiences that if the raceway is aware of the monitoring that necessary precautions would be taken ,to try to disprove any compladnts. If records are unavailable, I could easily notify Carlsbad authorities quickly at the times the heavier machines were beinl; rhced and they could witness to that.
