Hagaman Planning Director City of Carl sbad 1200 Elm Avenue Carlsbad, CA 92008 Dear Mr. Hagaman, In response to your request for our ideas to lessen or omit any problems which might arise from haphazard development, we respectfully submit: It has been our philosophy in the past and continues to be our philosophy that working with, and not against, what nature has given us is the best approach. Conceptually the property is best suited for industrial and commercial in the flattest of areas and offices cantilevered or atop the steepest of hills. This would separate traffic and allow us to leave as open space the maximum amount of natural habitat. Traffic in particular can be minimized should we have - 1. Access to Melrose which crosses the most Western 2. Access to Palomar approximately mid property on the 3. Hagaman April 23, 1982 Page two These routes coupled with the segregation of uses which I mentioned earlier should minimize, if not omit, any traffic problems and give the City of Carlsbad a development to be proud of.
