It is a well known fa& that air pbllution hrs bee& inerearing at a drastic rate, in San Diego County in the recent past. Indeed, the Carlsbad-Ocean8ide area ha8 been vying with El Cajon for top honors as 'Smoggiest" in San Diego County. is far past the time when local authority should act to protect the well being of citizens within their dominion.
The demand for electric power in the San Diego area is UoUbi~~~ each 7.5 years. Diego Air Basin pradtrces 76% of the sulphur and 18% of the nitrogen oxides spewed into the atmosphere that we critisanr must breathe. moving to meet this demand for more power by attempting to increase its facility here in Carlsbad, 84% by 1973. They are not attempting to decrease the nearly 100% increase in the previously mentioned effluents to say nothing of the tons of noxious effluent now being expolaed daily into our atwo8- phrrre .

It is because of Chase faets that tbe 8m'biscS(, Clem Air Council on behalf of all citirrrens in San Diego County request that the City of Carlsbad review with great detail their responribility in thir extrmay important matter. would suggest that several approaches could be taken to protect the citizens of San Diego County. of the proposed facility to either gas or fuel oil of no greater sulphur content than l/2% is me possibility. Another approach would be to institute an effluent fee of 25$/pound of sulphur emitted into the atmosphere. a daily mass effluent maximum for Nitrogen Oxides stringent enough to protect the health of San Diego County citizens would be another step towards providing a safe and clean environment for all.
