Gaycrest Kennels is located in an industrial zone created by San Diego County and "inherited" by the City when we annexed their area. Most of the uses in the area were in existence for some time in the county prior to the annexation. Kennels are a permitted use in an industrial zone.
by the very nature of this type of use. While we can control unusual noise situations, we cannot regulate, under present ordinances, noise customary and usual to a permitted use in an industrial zone.
Barking and noise are present at all kennels
It is quite possible our General Plan revision will find this is not a suitable area for industrial use. Should this area be rezoned residential, then the industrial uses would be gradually phased out as "non-conforming". However, I cannot offer any immediate solutions to your prob 1 em.
