The subject has come up again as to whether or not the fire hydrant required in Chappee's C.U.P. in the Ponto area is still needed. I personally re-checked the area. To adequately protect this area there should be a total of 6 fire hydrants spaced at about 350 foot intervals with a fire flow of 3000 gpm. There are now two hydrants in this area, on the southeast and northwest corners of the area, about 1200 feet apart. mately 450 feet to the west side of his property, and his property is about 200 feet deep. The closest hydrant to Chappee's is approxi- Wrecking yards are classified as high hazards, experiencing numerous acetylene fires because of cutting operations and the large amounts and types of flammable materials found within, i.e., old auto tires, upholstery, nearly empty automobile gasoline tanks, but filled with explosive fumes, large quantities of old engine and transmission oil and grease, etc. This yard is a particular hazard because of lack of access and its isolated location. There is no water on the premises for first aid fire fighting. (or sanitary facilities!) The single hydrant now existing would be used mainly to protect the large enclosed storage building facilities immediately adjacent to the south of Chappee's. There is no available water to protect the warehouse with its attached greenhouse directly to the north of him and insufficient water to protect the structures directly to the west. Permanent improvements in this area have an assessed valuation of approximately $250,000 and the contents could be two or three times as much. The fire department still feels he should be held to his original conditional use permit requirement to install this fire hydrant. I do not subscribe to the thinking that the city has spent too much time on this matter already. Had proper action been taken when I first brought the subject up, there would have been no problem. This was when he brought in his first wrecked automobiles: even before he had a fence. A visual inspection yesterday revealed one group of vehicles piled four high on the east side of the lot, and several junk vehicles parked outside of his fence in the easement on the west side of the property. This is a hazard that the fire department and the rest of the area could very well do without. 'Girard W. The revised condition requires that a future improvement agreement be entered into with the City for construction of a water main and fire hydrant. Water service to the site is provided by the Carlsbad Municipal Water District. Carlsbad Municipal Water District has requested that the condition be modi- fied as follows so that their responsibility in providing the water main is acknowledged: 2) The applicant shall enter into a future agreement with the City and the Carlsbad Municipal Water District to install a water main and fire hydrant in a manner acceptable to the City Fire Chief. TO : Planning Department FROM : Engineer ing It should be noted that Parcel 14 was granted a Conditional Use Permit by the Planning Commission, Resolution No. 730 to construct a residential unit subject to a Future Street Agreement. Parcel 16 was approved for a parcel split by the City Council subject to con- ditions. If the use permit is granted, the conditions should be as originally required as follows: 1. Dedicate 30' easement for one-half a public street be- tween Ponto Drive and northerly limits of the property along the alignment of the existing private road. A 1' barrier strip fronting on all property except the subject parcel split shall be provided around the easement and granted to the City in fee. 2. Construct full subdivision improvements as required by City ordinance and the City Engineer for that one-half street fronting on the subject property. Also provide two fully improved 12' travel lanes to service property from Ponto Drive. 3. Construct water main with fire hydrants, as required by the City Engineer. 4. Provide a master plan for sewerage for the Ponto area. I 5. The applicant shall enter into a future improvement agree- ment with the City for participation in the installation of sewers to serve the area, in accordance with the master plan. 6.
