Dear Commision Member:
1 am writing as a member of Pilgrim Church and as a member of the church Board of
Trustees. It is my understanding that your staff is going to recommend that we built a
block wall between our property and that of a neighbor who has complained about noise
from our pre-school.
Certainly we do not want to cause any of our neighbors problems of any kind. I went to
your planning department to find out what your noise ordinance requires; i.e. what is the
allowable noise level between residential and ajoining uses. I was surprised to learn that
there was no published standard for us to work toward. The only information
concerning noise that I was given (Chapter 8.48) concerned limiting hours of
construction which produce disturbing, excessive or offensive noise to between 7 a.m.
and sundown Monday through Friday which are pretty much the hours our pre-school is
in operation.
My real concern is that with no standard to work with, there is no way for your staffto
know whether or not our pre-school is currently causing excessive noise or whether a
block wall will in anyway improve the situation. Since our complaining neighbor has
never .given us specific times or dates when he was disturbed, it is hard to know if it is
certain noises that are excessive or if it is just the sound of children playing that he
objects to.
There is a high school nearby; there are two busy street, Chestnut and Monroe which
ajoin our property. All of these generate a lot of background noise which can be quite
loud at times. It would be a shame to force the church to spend thousands of dollars to
build a block wall as a cosmetic solution to a problem which, at this point in time, has
not been proven to exist.
