Dear Mr. Neilsen:
My family and I have been attending Pilgrim United Church of Christ (PUCC) since
August 1995. On two separate occasions totaling 7 months, I helped teach church school to
preschoolers on Sunday in the Children's Center. I am also a VISS (Volunteers in Social
Services) Volunteer for the child visitation program run at PUCC's Mayflower House on Saturday
mornings in conjunction with the County's Childrens Services Bureau, and a sleep-over volunteer
for the Church's Homeless Shelter in the same location in January and February each year.
Currently, I am a member of the Outreach Board which meets monthly at night in PUCC's
narthex. I am unaware of any noise problem emanating from the Church, or its fhcilities.
I read a copy of Reverend Jerry Stinson's letter to you dated June 13,1997, regarding
renewal of PUCC's Conditional Use Permit for the Children's Center. The history of the contacts
between PUCC representatives and Mr. Dwight Vallely is conking to me. Mr. Vallely
complained to the City of Carlsbad without first contacting the Church. He was the only neighbor
to attend a meeting with Church officials about alleged noise problems. PUCC changed its daily
operations in an attempt to accommodate Mr. Vallely, with a request that he contact the Church if
he had any subsequent problems with noise, but he never called after that meeting. Then, he
requested another meeting with Church officials, but complained again to the City of Carlsbad
before the meeting was to take place.
He moved to his present location knowing of the existence of the Children's Center. He
was a supporter of the Center when his own'daughter attended. I am unaware of any allegation
that this "noise problem" arose after the remodeling of his house. If his wife was ill, why would
he remodel his home to move her sleeping quarters closer to the Children's Center without first
contacting the Church regarding noise problems?
Mr. Vallely's actions give the appearance that he wanted to create a record of events that
reflected contact on his part with PUCC, but without any meaningfbl results as he sees them.
Otherwise, why would he complain to the City before each meeting with PUCC, and then not
complain to the Church itself? In su
