June23, 1997 Planning Commission City of Carlsbad 2075 Las Palmas Drive Carlsbad, CA 92009 Dear Commissioners, Nielsen, Compas, Heineman, Monroy, Noble, Savary, and Welshons: Please take a moment to consider the importance Of Pilgrim United Church of Christ’s Conditional Use Permit. I certainly have and thank you for taking a moment to consider my opinion. I appreciate that you are busy professionals and would like us to work out our situation with Mr. Vallely without taking up your valuable time. I would like nothing better myself. And the curious thing is; we have tried. When he first came to us in Sept. of 1996 regarding a alleged noise problem, we treated him respectfully, took his complaints seriously and made some service scheduling changes that took some doing. Additionally, we set up a direct phone system in which he could lodge any complaint or comment. And we received no further complaints or comment. So we thought all our efforts and work were successful. On February 6, 1997 he asked for another meeting which was to my knowledge the first we had heard from Mr. Vallely since September. The Church Trustees and Child Center Director rallied and set up a meeting for three days later, February 9,1997. The meeting was canceled at the last minute. Our next communication is that Anne Hysong of the Planning Department will be recommending to the Commission that Pilgrim Children’s Center pays for a brick wall to be built for Mr. Vallely. What a segue! What I find extremely curious about this sudden noise problem is that the Children Center has been operating at this location for 23 years with the same amount of pre-school aged children give or take 10% at any one months time. The gardner, cleaning folks and maintenance people have been on the same schedule with the same amount of noise making activities for more than twenty years and we have had ZERO noise complaints from any of our five direct neighbors including Mr. Vallely. Curiously Mr. Vallely had no complaints for the past 3-4 years of his residence and was happy to have his child enrolled at Pilgrim some three years ago with only praise for the program and not one mention of a noise problem. It certainly appears that Mr. Vallely has recently built on to his residence placing his bedroom much closer to the property line. The fact of the matter is the noise level from this school has remained the same for 20 plus years without any complaints and now that Mr. Vallely’s building improvements need to be finished with a wall he is trying to use the planning commission to pass the cost elsewhere. Pilgrim Children’s Center takes every penny of profit & gives scholarships to needy families (the only pre-school in Carlsbad that does this). A single mom who lost her job needs to have day care so she can go out to get work. A battered wife who escapes a violent household needs to have her two children in pre-school so she can work. A wife & husband who have just lost their jobs & need to have their children cared for while they search for work. These are not fairy tales, these are real stones of real Carlsbad residents who have been on scholarships at Pilgrim. There are many, many more..some 10-20 families at any one time are on scholarship. Thousands of dollars spent on a wall of questionable value for someone who should bear the cost himself will take thousands of dollars from families who truly are in need ... that should be a Crime! , As a business man and homeowner, I care about the future of Carlsbad. As a father of two young sons, I care deeply about the quality of their life and educational opportunities experienced here in Carlsbad. Toward that end, I believe that the Pilgrim Children’s Center has the community good at heart. I trust the most valuable part of our family there, our children. I know they provide the best opportunity for my children and every child who attends. And have done so for the last 23 years. I hope in your consideration of this issue you will allow them to do so for the next 23 years. But, what does Mr. Vallely want? A great community in which to live and grow? Perhaps. Free land improvement? More likely. If he gets the first, our Child Care Center continues to serve all community members including Mr. Vallely with dignity . If he gets the second, you increase the wealth of one at the expense of our communities children. Please renew the Pilgrim United Church of Christ’s Conditional Use Permit and do not saddle us with one neighbors’ fiscal requests. The needy families of Carlsbad cannot afford it.
