Dear Commissioners, Nielsen, cosrpaS, Heineman, Monroy, Noble, Savary, and Welshonsc
I am writing this letter in support of the Pirgrim United Church Of Christ’s Conditional Use Pennit. It came as a quite a shock to realize the Commission was entertaining any review of a Conditional Use Permit of this Children’s Center which has served the community much longer than many of us have.
Let me hmduce myseH. I am a homeuyner in Carlsbad, and a Psychologist who provides professional services in North County. I am also a mother whose children have attended Pilgrim Children’s Center. In my professional work I teach parenting classes and spend time in the Carlsbad Unified School classrooms. In short, I speak with many parents and teachers here in Carlsbad. Parents consistently sing praises about the Children’s Center and sign up on waiting lists when the days are too full. Uniquely, Kindergarten teachers repeatedly brag about the intellectual, social and overall developmental readiness of the children who have speni time at Pilgrim. Please note that this Center is a vital, valuable hub of our community.

Every Dollar used by the Children’s Center to build a wall for this neighbor is a dollar taken away from our children.

This letter would not be complete if I did not mention this neighbor. This is a man who purchased a piece of property next to an existing Child Care Center and then proceeded to enlarge his home, building his bedroom above this existing Child Care Center. This same neighbor scheduled meetings which resulted in my children and many other two - five year olds changing their day so the gardener didn’t disturb this neighbor. He pmceeded to schedule a meeting about his complaints on February 6,1997 with Church and Child Center Members, one of whom was my husband. My husband changed a long-standing meeting with a long-standing client in Los Angeles to attend this February 6th meeting. But, this neighbor canceled at the last minute with no excuses known to me or my husband and without the professional courtesy of rescheduling. Certainly things come up for people, but respectful behavior would indicate some communication. Many Pilgrim Church and Child Care Center people rescheduled their lives to attend this February 6th meeting with the goal of ensuring this neighbors’ happiness. I certainly do not pretend to speak for them. For my family, however, I know we took this matter seriously enough to forgo income and client satisfxtion and feel this neighbor just played with us.
I urge the members of the Carlsbad Planning Comm&ion to rccognizedhe unfaimess of this claim. If it was my backyard thisneighbor had enlarged his home toward, would you ask me to correct his architecw needs? Especially if1 had settled in y~tirs befare he did. And if he were the only neighbor stating my preschool childrerr were too noisy, even

though I had several neighbors, would you ask me to risk my financial future to improve hispropertytohisliking? ..
Of course, one can only ponder the cases you might see if you set a pncedent by satisfying this neighbors wishes. It’s not hard to imagine a myriad of homeowners selling their existing property and buying up homes next to schools of every kind with expansion blueprints in hand. Just dreaming of the improvements they can now afford, paid for by our children.
