Subject: Pilgrim Children’s Center, Conditional Use Permit renewal
Dear Mr. Neilsen,
I have been an active member of Pilgrim Church for several years and have been involved in several outreach programs. Although I have no children
enrolled in the Pilgrim Children’s Center, I have come into contact with
several parents who do. In these contacts, I have heard nothing but praise
for the work of the teachep and the value of the children’s experience there.
I have personally observed the day care teachers at work on several occasions and have been impressed with their dedication to quality teaching of the children, many of whom are on scholarships for their family’s lack of
ability to pay for such care.
I am aware that one neighbor has complained of being disturbed by the sound
of children at play and that renewal of the Conditional Use Permit is in
jeopardy because of this complaint. It is my understanding that personnel of the church and the day care center have attempted several times to resolve the problem in contacts with the offended party, and that he has not made
any good faith effort to cooperate in resolving the problem in a reasonable
way. The church has already taken several steps to minimize the noise, and
yet it appears that the neighbor is bent on forcing the church to construct a
costly wall (which won’t solve the problem) or see the day care center closed.
It seems odd to me that there have not been any similar complaints from
other neighbors. And it angers me to consider that the city of Carlsbad could
lose such a valuable and unique resource because of the unreasonable complaints of one family.
I respectfully request that you and the Carlsbad Board of Supervisors give
seriou$ attention to the merits of our request to renew the Conditional Use Permit for the Pilgrim Children’s Center. No other day care center in the area
is providing this badly needed and cost effective quality service to the
children of our community.
