SUBJECT: CUP 85(C) - PILGRIM CHURCH AND CHILDREN’S CENTER EXPANSION
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has
reviewed your conditional use permit, application no. CUP 85(C), as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is information which
must be submitted to complete your application. This list of items must be submitted directly to your
staff planner by appointment. All list items must be submitted simultaneously and a copy of this
list must be included with your submittals. No processing of your application can occur until the
application is determined to be complete. The second list is issues of concern to staff. When all required
materials are submitted the City has 30 days to make a determination of completeness. If the application
is determined to be complete, processing for a decision on the application will be initiated. In addition,
please note that you have six months from the date the application was initially filed, January 5, 1999, to
either resubmit the application or submit the required information. Failure to resubmit the application or
to submit the materials necessary to determine your application complete shall be deemed to constitute
withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application
must be submitted.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION

Planning:
1. Submit an application for an administrative child day care permit. Please see the attached Child
Care Ordinance for required design standards and advise how the existing and proposed Pilgrim
Children’s Center day care project satisfies all development standards.
2. Please add the project number, CUPSS(C), to the site plan. Also, please add the project data
provided on a separate 8 % X 11 sheet to the site plan.
3. Please correctly complete the Disclosure Statement including an authorized “owner” signature as
well as applicant signature.
ISSUES OF CONCERN
Planning:
1. Approval of the proposed expansion of the existing Pilgrim Day Care Center requires findings
that the entire facility is in compliance with the City’s adopted Child Care Ordinance (Chapter
21.83 of the Carlsbad Municipal Code). Since a church expansion is also proposed, an
administrative Child Day Care Permit must be processed along with the conditional use permit.
Future revisions to the day care only would no longer necessitate amending the conditional use
permit unless the proposed change would impact the church use.
2. The proposed daycare modular structure is unacceptable. The church is located in an established
residential neighborhood, and as a result, modular structures that are often considered temporary
structures cannot be supported. Please propose a building design that is consistent with the
existing permanent structures located on the site. Modular or manufactured structures can be
designed with a pitched roof, stucco or siding, and enhanced architectural detailing (windows,
doors, trim, etc.).
3. Please indicate how the existing and proposed facility provide a direct source of natural light that
is located to maximize the ability of children to see outside.
4. Please indicate the maximum number of children and employees proposed for the entire facility
and verify that the parking provided will accommodate them based on the parking standard of 1
space/employee and 1 space/l0 children. Up to 50% of the church parking facilities may be
jointly utilized.
