Per our conversation this morning, this letter summarizes the compliance of Pilgrim Church’s application
for expansion of Pilgrim Children’s Center with the requirements of the City of Carlsbad’s newly adopted
Childcare Ordinance.
As you are aware, the Children’s Center operates currently under a State License and we are fully prepared
to meet the licensing requirements for the expanded center. The current play area meets the standard for
the expanded center. As we also discussed, the current fencing will be maintained up to the edge of the
new structure, in accordance with the height requirements. I have asked the center director, Ann Allen, to
send you a copy of the license under separate cover.
The outdoor play space will be viewable from the east side of the new classroom building. Windows in the
structure will allow ample natural light into the building, and will also be placed at a height of 2 ft. off the
ground in order to allow the children to see out of the windows. Appropriate species of canopy-type trees
will be planted to the west of the addition to improve the aesthetic appearance and shield the classroom
from late afternoon glare from the sun during the summer months. We will be happy to submit a list of the
trees, as well as the shrubs to be planted in the planter adjacent to the base of the building for your
approval.
The existing loading and unloading area adjacent to the center entrance functions well and does not require
parents and children to cross the parking lot. This will be maintained in its current condition.
The current onsite parking of 42 spaces is adequate to meet the requirement for 2 1 spaces for the expanded
center, as required by the Zoning Ordinance and as separately analyzed in our submittal.
In summary, the proposed application meets all requirements of the newly adopted Childcare Ordinance.
We are investigating your request to install a pitched roof on the building. While we certainly understand
the goal of integrating the architecture of the entire church campus, it appears to us that the new building is
more integrally linked with existing flat-roofed children’s center and could look incongruous against that
background with a pitched roof. We are open, however, to further discussion on this issue.
