With regard to the approval of Tract Map 73-24, the follow- ing off site improvements, among others, are to be.installed: 1. Street Improvements of Poinsettia Lane with a land- scaped raised median. 2. 25' wide Landscaped Buffer Green !;ith 6' Pedestrian Wall. 6' Masonry Wall to be built behind green as residential area is developed. With regard to the Conditional Use Permit (Resolution the following off site improvements among others are to b stalled: 1. Median dividers on Poinsettia Lane and Avenida Encinas shall be landscaped in conformance with a plan approved by the City Planning and Engineering Department. Under Ordinance 9245, Section 5, the Planning Director is designated as the enforcing officer of the Specific Plan. When these parcels were purchased from Occidental Land, Inc., it was with the understanding that the buyers would be responsible for their proportionate share of the construction of the adjolping streeks.
