Dear Mr. L'Heureux:
The South Coast Asphalt Plant is in an M Zone
and the use has been approved by Conditional Use Permit
No. 9. The General Plan indicates residential in this ar'ea with special treatment overlay.
It 5s my understanding that the parent company of South.Coast Asphalt wishes to build an office and trucking
yard for aimther subsidiary company at the site of South Coast Asphalt. In your letter dated February 14, 1979, you have asked some specific questions regarding this proposal. My
answers are: 1) a building for a separate business could be
built on the site for South Coast Asphalt, providinq the
building meets M Zone requirements. CUP-9 as adopted in 1961 is for the operation of rock crushing and similar
uses for the asphalt plant. The CUP does not reference a site plan, therefore, a revised CUT? is not required for this
proposed building provided that the building does not inter-
fere with the existing operation; 2) a parcel map is not required to construct this building unless the parent company wishes to have each of t.hese separate businesses ori separate lots. If the parent company does wish to split the property
the parcel map will have to meet all zoning and engineering
requirements, and if the new lot lines interfere or affect
the operation of the Asphalt Plant an amendment to CUP-9
would be required.
