Dear Mr. Plender: In your letter of June 22, 1977 you listed a r?cmbe- . of Zone Code violations that you felt existed at South Coast., and requested that the company take immediate steps to correct the situation, I am pleased to now inform you that as of this date the followir,g free-stazd- ing, freeway oriented signs listed in your letter have been removed: the two subdivision sales signs ("Pacifica Adult Homes" and "Peacock Hills"), the "South Coast Asphalt Products and Ready-Mix Concrete" sign, ar,d the sign on the concrete plant ("H. G. Fenton Materials Co. Pre-Mixed Concrete Co."). Additionally, a permit has been submitted and granted for the wall sign on the face of the administration building ("South Coast. Aspklt Prod- ucts, Inc., Administration Office, Accounting"), The signs on the asphalt plants have been modified so as to read "Asphalt Plant No. I" and "Asphalt Plant No. 2". Asphalt Plant No. 1 "Genco Sound Guard" could remain in- asmuch as it was a trade name of that particular piece of equipment, and was not a "sign" in the true meaning of the word. .. As you will remember, it was decided that the "sign" on i Additionally, my client has prepared and will submit this week a Conditional Use Permi't Request for the con- tinued maintenance of the trailer, located by the adminis- tration building, that is being used as an employee's lounge, pending the construction of a permanent facility. The only matter that remains unresolved is the main identification sign ("Streuter's Quarry, South Coast Asphalt Products . . . .") which has existed on the property since 1958 or 1959. As I have previously stated to you, I am prepared to submit a Variance Request so as to allow the sign to remain, as it is imperative that South Coast have an identity sign, Because of the unusual topography and configuration of their site, and the location of their administration buildinq, any meaningful sign must necessarily be located where the present one now exists, and my client, therefore, seeks authori'-.v arid perinission to naintain it in that locaticn. Such a sign would only be permitted upon the approval of a Conditional Use Permit by the Planning Commission. that thele are unique situaticns where, because of topoy- raphy or other constraints, it is not feasible to have a sign on the building or other structure. The Code, as it now exists, presupposes that the building upon which the sign is to be place will front upon a street. situation, however, this is not the case, as you are well aware. It is the intent of this request not to allow a business to obtain additional signs, but rather, through the use of a Cmditional Use Permit process, to guarantee that a business would not be penalized and deprived of a ",* . . :- meaningful sign, simply because of the topography or land The purpose of a sign as we desire is to advertise the product and the business, and is informatima1 and directional in nature.
