Dear Sir : I am addressing this letter to you because we, and our client, find ourselves in a difficult position between city ordinances and equity. Briefly, we have a billboard advertising Pacifica Homes facing the 78 Freeway on the South Coast Asphalt Products Company property. board was installed in May, 1976, almost a year and a half ago. We complied with what we thought were the proper regulations at the time and obtained a State Permit for the sign. This (Number 27342) We have just received a notice stating that the City of Carlsbad permits no free-standing signs, such as ours and requiring that we remove it. We were unaware of this, and, particularly I, as the new owner of this company would not want a billboard in place which was illegal. However, our client is close to selling out their project and depend on this board as a key part of their effort to sell their homes. To avoid causing Pacifica Homes an economic hardship in the final months of their program we ask that the order requiring the removal of our sign be made effective January 31, 1978.
