Subject: Proposed Hot Mirr Asphalt Plant for Southwest Asphalt
Products Co., Located near Vista Way (Hwy.78) Approx- imately 3 Miles East of Oceanside, on the Marron Ranch
Property in the City of Carlsbad.
Dear Mr. Slater:
The proposed subject operation has been reviewed, including
review of a plot plan and equipment brochures provided by
W. Robert P. Vaughan of Santa Fe Equipment Company, Los Angeles,
and an inspection of the site.
The following recommendations are submitted for permit conditions:
a. That access roads and plant operating area roads be oiled,
paved, or otherwise dust-proofed.
b. That a cyclone dust collector and a wet wash scrubber system
be provided to keep solid particulate emissions within the
limit of 40 pounds per hour. J

d. That an adequate supply of water, appro-tely four hundred gallons per minute, and an orifice type flowmeter, be provided
for the wet wash scrubber.
It was understood that the water was to be recirculated from a
pond to be built for the purpose and that the make-up water
would be drawn from the Buena Vista Creek. This creek water is
basically the effluent from the Vista Sanitation District sewage

treatment plant which provides only partial treatment and
discharges an effluent that has a high bacteria count.
There has been an increasing amount of effluent with the
growth of this area. There is a plan underway to try to
remove this sewage effluent from the creek by installation
of a sewer line. If this is done, it is likely that there
may be little or no water flow in the creek during many
months of the year.
e. That the water used be of such quality that no health hazard
nor nuisance shall result from emission of droplets or vapors
from the air discharge stack of the scrubber.
Water that is not acceptable because of bacteria content or odor will require approved treatment prior to use.
f. That an access ladder and platform be provided near the top of the exhaust stack for use in stack emissiontests.
g. That the permit be reviewed at three to five year intervals.
Periodic review is recommended in view of the residential development of this area. development is shortly to be located a short distance east of
the plant site and that another large sub-division may be located in the near future not far to the south, within the city limits of Carlsbad.
