Oescription^xpla nat ion: This project consists of the installation of 3 new sectors with 4 antennas per sector, 12 total antennas, attached to an existing (new) 100' high athletic field sportslight. The antennas measure 59" in height, 11.9" in width, and 6.3" in depth. The antennas will be mounted at a center height of 70'. The radio, power, and telco equipment cabinets will be located within a 20' XlO' lease space area within a chain link fence enclosure (fully enclosed). The equipment area will be located adjacent to the sportslight. The equipment, which includes 3 Ericsson RBS 2106 cabinets will be installed on a new 19'-8" X 9'-8" concrete pad within the equipment enclosure. The installation of this facility is intended to replace the T-Mobile facility located at this location which is being removed as a result ofthe Carlsbad High School atheletic field renovations. All landscaping improvements surrounding the facility will be implemented by Carlsbad High School as part of the atheletic field renovations. Projecl Description 1(V96 Page 1 of 1 PROJECT DESCRIPTION & JUSTIFICATION FOR T-MOBILE INSTALLATION 3557MONROE STREET CARLSBAD, CA 92008 SD06295 CARLSBAD HIGH SCHOOL Oirmipoint DBA T-Mobile, proposes to install a wireless teleconmiimication facility consisting of the installation of 3 sectors of 4 antermas (12 total) mounted on a new 100' athletic field sport light. Radio equipment cabinets, power cabinet, and GPS anterma to be located in a 20' X 10' lease area, surroimded by a fiilly enclosed 8' high chain link fence. This facility will replace a similar existing facility at this property site which is being removed as part of a school renovation project. No landscaping specific to this installation is proposed as the entire property is being renovated independently of this project and will feature complete landscaping renovations. This facility is part of T-Mobile's wireless conmiunications service network which provides voice, messaging, and high-speed data transmission. This system utilizes PCS technology operating in the 1900 MHz spectrum. The facility will be maintained by T-Mobile utilizing a monthly maintenance schedule, with routine maintenance work occurring on weekdays between 8 AM and 5 PM. There will be no hazardous materials stored at the site. No generator will be stored on site. Site Location Justification: The site selection process consists of the foUov^dng steps: 1. The RF Engineer is made aware of a coverage and/or capacity need in a geographical area. 2. The RF Engineer designs a general solution to solve the need including location, height of antennas, antenna coimt and the number of radios desired. 3. A search ring is issued to the real estate arm of the deployment department depicting an area within a radius to be investigated for a potential cell site. 4. The real estate department reviews potential sites that meet the general criteria set by the RF Engineer. 5. The project planner reviews the potential sites for conformance to the existing ordinances and mimicipal codes. 6. The sites are prioritized and a primary site is chosen. 7. A team of experts in the field of radio fi-equency, real estate, planning and zoning and construction visit the site and determine the design and ability to constmct the potential site. 8. Zoning drawings are prepared and submitted to the local jurisdiction. 9. Once the local jurisdiction approves the site a building permit is obtained and the facility is constructed and tumed on. Site Justification: The purpose of the proposed site is to replace the existing facility at this location, which will be removed as part of a high school renovation project. This facility provides in-vehicle coverage, as well as in-home coverage for the residences within the area bordered by Carlsbad Village Drive and Tamarack Avenue to the north and south, respectively; and El Camino Real and Highland Drive to the east and west, respectively. (See coverage maps included for specific coverage projections.). Alternative Site Analysis: In the case of this proposed facility, there was no altemative site analysis conducted in the off- site area fi'om the subject property. As there is an existing, permitted T-Mobile facility with a current and on-going lease arrangement with the Carlsbad Unified High School District, all site analysis efforts were directed at finding a suitable facility location on site. Additionally, all off- site locations in the vicinity are within an area zoned and used for residential purposes, thus being less preferred locations by staff for siting a telecommimications facility. No existing facility, light pole, or other feature on the school campus can be utilized to accommodate this installation, as the entire school campus is being renovated and all existing features will be removed during the demolition phase of the renovation. The first phase of the campus renovation includes the renovation of the athletic fields where the existing T-Mobile and a separate facility operated by Verizon Wireless are located. Regarding the use of new, proposed light poles to accommodate the installation, T-Mobile's RF Engineer determined that only the use of a replacement athletic sport light could provide the same level of coverage as the existing facility. The use of any other proposed feature on campus would require a significant decrease in anterma height fi'om the location of the current antenna installation, which would result in a major degradation of coverage for the service area. There are four sport lights proposed for the renovated athletic field. The second sport light along the Basswood Avenue side of the field has been proposed for use to acconmiodate the Verizon Wireless facility. The use of the other two sport lights on the interior side of the field are not preferred as this would require trenching across the new sports field for the installation of power and telco to the facility. Also, the RF Engineer determined that the location along Basswood Avenue had better line of sight exposure to the intended coverage areas. sms I I street View 2C0C ft I • 76 0<=xdBm In-home • •84.0<=x<-76.0dBmln-Vehicle • •91.0<=x<-84.0dBm Outdoor CZ cr> ro to ro •::> CD OO 73 m o m < m o ©2008 Google - Map data ©2008 NAVTEQ'- - -eans cf jse SUBJECT SITE COVERAGE [,!ore. . 1 Map Satellite Terram ::c: ^ Aqja Hed'Onda Lagoon H -76.0 <=x dBm In-home • -84.0<=x<-76.0dBmln-Vehicle • 91.0<=x<-84.0dBm Outdoor ©2008 Google - Map data ©2008 NAVTEQ'~ - ~erms cf Use[g WITHOUT SUBJECT SITE COVERAGE P3 m o m < m o Photograph Index Figure 1 EXISTING T-MOBILE FACILITY NEW T-MOBILE FACILITY LOCATION AREA LOOKING NORTH FROM SUBJECT SITE LOOKING NORTHEAST FROM SUBJECT SITE LOOKING EAST FROM SUBJECT PROPERTY LOOKING SOUTHEAST FROM SUBJECT PROPERTY LOOKING SOUTH FROM SUBJECT PROPERTY LOOKING SOUTHWEST FROM SUBJECT PROPERTY LOOKING WEST FROM SUBJECT PROPERTY LOOKING NORTHWEST FROM SUBJECT PROPERTY 10 LOOKING NORTHEAST AT SUBJECT SITE NEAR BASSWOOD & VALLEY II LOOKING WEST AT SUBJECT SITE NEAR MONROE & LINDA 12 T Mobile SD 06295 CARLSBAD HIGH SCHOOL 3557 MONROE STREET CARLSBAD, CA 92008 LOOKING NORTHEAST TOWARD SUBJECT PROPERTY VICINITY MAP LA/VD USE CONSULTANTS 76lt-.m-7727 T Mobile SD 06295 CARLSBAD HIGH SCHOOL 3557 MONROE STREET CARLSBAD, CA 92008 LOOKING SOUTH TOWARD SUBJECT PROPERTY VICINITY MAI^ LAND USE CONSULTANTS 760-390-7727 Home I MPE Home | New Analvsis j Print | Save to Word | Search | Edit T • -Mobile ^'m m m SITE ANALYSIS RADIO FREQUENCY ELECTROMAGNETIC FIELDS For Base Station: SD06295A MPE Analysis Tool v2.5.00 r- > o H -< O -n O > 73 O D . ^ CD D 3> cr cr> CO oo 7} rn o m < m o ANTENNA SYSTEM 1, SITE: SD06295A SECTOR: A PASS: GENERAL POPULATION/UNCONTROLLED EXPOSURE LIMITS PASS: OCCUPATIONAL/CONTROLLED EXPOSURE LIMITS ANTENNA SYSTEM 1, SITE: SD06295A SECTOR: B PASS: GENERAL POPULATION/UNCONTROLLED EXPOSURE LIMITS PASS: OCCUPATIONAl/CONTROLLED EXPOSURE LIMITS ANTENNA SYSTEM 1, SITE: SD06295A SECTOR: C . CARLSBAD. CA 92008 Submitted Bv: DOUG STEPHENS Daig: Thursday, August 28, 2008 FCC; COMPLIANT REPORT SUMMARY This report was generated based on Engineering and Design data provided by DOUG STEPHENS, on behalf of T-Mobile, USA, for the cell site located at 3557 MONROE ST. CARLSBAD. CA 92008 . The report's technical data was derived in part by the FCC OET68B FCC Exposure Guidelines for measuring Maximum Permissible Exposure (MPE) on PCS Networks. Based on the output power, number of radios and antenna height for this site: Sector 'A' Antenna System (s): • Meets 100% of the FCC general population/uncontrolled exposure limit at a horz distance of 59 ft (17.98 m) from the nearest access point. • Meets 100% of the FCC occupational/controlled exposure limit at a horz distance of 1 ft (0.3 m) from the nearest access point. Sector 'B' Antenna System(s): • Meets 100% of the FCC general population/uncontrolled exposure limit at a horz distance of 59 ft (17.98 m) from the nearest access point. • Meets 100% of the FCC occupational/controlled exposure limit at a horz distance of 1 ft (0.3 m) from the nearest access point. Sector 'C Antenna System(s): • Meets 100% of the FCC general population/uncontrolled exposure limit at a horz distance of 59 ft (17.98 m) from the nearest access point. • Meets 100% of the FCC occupational/controlled exposure limit at a horz distance of 1 ft (0.3 m) from the nearest access point. For Occupational/Controlled personnel who may come in closer proximity to the antenna than 1 ft (0.3 m) precautions must be exercised. For example, ali personnel should have appropriate training on exposure limits. All T-Mobile personnel should wear exposure detecting equipment. Proper signage must be posted. Due to the mounting methods used by T-Mobile, USA, public access to the face of an antenna would be difficult. • RF warning signs should be posted at the entrance of this site or at the entrance of the antenna locations. Analysis Overview T-Mobile, USA has conducted an analysis for determining the MPE compliance for the cell site located at 3557 MONROE ST. CARLSBAD. CA 92008 (Latitude: 33.164889, Longitude: -117.329777). This analysis consists of the actual site design parameters, the number of radios transmitting and the resulting calculation of the estimated RF field strength from the antennas. The output is then compared to the FCC recommended guidelines for human exposure to RF electromagnetic fields (OET65b). Systeml + System2 if any) RF Field Strength Calculation Methodology A generally accepted method is used to calculate the expected RF field strength. The method uses the FCC's recommended equation {Reference Federal Communication Commission Office of Engineering Technology Bulletin 65) which predicts field strength on a worst case basis by doubling the predicted field strength. The power density at any distance from an isotropic antenna is simply the transmitter power Pt divided by the surface area of a sphere (4 x PI x R^) at that distance. The surface area of the sphere increases by the square of the radius, therefore the power density, PD (watts/square meter), decreases by the square of the radius. For a directional antenna with a gain G (max radiation intensity of directional antenna / radiation intensity of isotropic antenna with same power input), the power density at a distant point is the gain of the antenna multiplied by the power density of an isotropic radiator, PD = (Pt x Gt) / (4 x PI x R^). This is the basis ofthe far-field and near-field power density equations used in this report. The far-field power density equation used here is: 2.56 X N X 1.64 X ERPg/chan x 10® s = 4 X ;T X R' Where: S = power density 2.56 = reflection coefficient N = number of RF channels 1.64 X ERPg/chan = EIRP per channel at the angle for the calculation point R = horizontal distance to the center of radiation The far-field power density is then adjusted for any miscellaneous attenuation specified by the engineer. The near-field power density equation used is: ^ _ N X P|N/chan x 10^ 2x7txRxhx fjJ36Q Where: S = power density N = number of RF channels Pm/chan = Max power input to the antenna per channel = Max_ERPch / 10'"^=' '^^'"/^''' R = horizontal distance to the center of radiation h = vertical aperture ofthe antenna alpha/360 = 3 dB horizontal beamwidth of the antenna pattern divided by 360 If the antenna aperture is less than 6.56 feet, the near-field power density is multiplied by the aperture height and divided by 6.56. The near-field power density is then multiplied by the cosine of the angle from the horizon to the calculation point. Finally, the power density is adjusted for any miscellaneous attenuation. Whether the near-field or far-field equation is used depends on the distance formula d = 1.28 X (1.64 X Antenna Gain) x Height of Antenna Aperture x (3dB Beamwidth/360), note: EIRP = 1.64 x ERP. If the distance from the face of the antenna is greater than d then the lesser result of the near-field and far-field equations is used. If the vertical distance from calculation point to bottom (or top) of the antenna is greater than 0.25 times the aperture height, then the lesser of the near-field / far-field equations is used. Otherwise the near-field value is used. Note: All lengths are converted from feet to centimeters during calcuiations. See Table 1 for the FCC's guidelines on Maximum Permissible Exposure (MPE). Note that the RF range referenced for this analysis is the range of 1500 - 100,000 MHz shown in Table 1, which is included in Appendix A. Signage Guidelines No Signage necessary. In some locations, the standard sign may create problems with landowners or the public. The intent of the signage policy is to provide reasonable notice to the public of the presence of RF emissions in a non-secure location. Other signage alternatives that provide notice of emissions - at a point which a person approaching the antennas can see the sign before entering within 3' of an antenna - can be used. Please contact T-Mobile Regulatory Compliance (http://sys.eng.t- mobile.com/reqcom/toc.htmn to discuss the content and placement of alternative signs. Current RF Signs Posted & Narda Survev Status • Notice sign posted: YES • Caution sign posted: NO • Warning sign posted: NO • Employee Notice sign posted: NO • Narda Survey Completed: NO Exposure Environments The FCC guidelines incorporate two separate tiers of exposure limits that are dependant on the situation in which the exposure takes place and/or the status of the individuals who are subject to exposure. The decision as to which tier applies in a given situation should be based on the application ofthe following definitions. Occupational/controlled exposure limits apply to situations in which persons are exposed as a consequence of their employment and in which those persons who are exposed have been made fully aware of the potential for exposure and can exercise control over their exposure. Occupational/controlled exposure limits also apply where exposure is of a transient nature as a result of incidental passage through a location where exposure levels may be above general population/uncontrolled limits (see below) as long as the exposed person has been made fully aware of the potential for exposure and can exercise control over his/her exposure by leaving the area or by some other appropriate means. General population/uncontrolled exposure limits apply to situations in which the general public may be exposed or in which persons who are exposed as a consequence of their employment may not be made fully aware of the potential for exposure or cannot exercise control over their exposure. Therefore, members of the general public always fall under this category when exposure is not employment- related. For purposes of applying these definitions, awareness of the potential for RF exposure in a workplace or similar environment can be provided through specific training as part of a RF safety program. Warning signs and labels can also be used to establish such awareness as long as they provide information, in a prominent manner, on risk of potential exposure and instructions on methods to minimize such exposure risk. For example, a sign warning of RF exposure risk and indicating that individuals should not remain in the area for more than a certain period of time could be acceptable. Another important point to remember concerning the FCC's exposure guidelines is that they constitute exposure limits (not emission limits), and they are relevant only to locations that are accessible to workers or members of the public. Such access can be restricted or controlled by appropriate means such as the use of fences, warning signs, etc., as noted above. For the case of occupational/controlled exposure, procedures can be instituted for working in the vicinity of RF sources that will prevent exposures in excess of the guidelines. An example of such procedures would be restricting the time an individual could be near an RF source or requiring that work on or near such sources be performed while the transmitter is turned off or while power is appropriately reduced. Signed: Date: Thursday, August 28, 2008 Appendix A Term Definitions GSM - Global System for Mobile communications is the most popular standard for mobile phones in the world. Its promoter, the GSM Association, estimates that 82% of the global mobile market uses the standard. GSM is used by over 2 billion people across more than 212 countries and territories. Its ubiquity makes international roaming very common between mobile phone operators, enabling subscribers to use their phones in many parts ofthe world. GSM differs from its predecessors in that both signaling and speech channels are digital call quality, and so is considered a second generation (2G) mobile phone system. This has also meant that data communication were built into the system using the 3rd Generation Partnership Project (3GPP). UMTS - Universal Mobile Telecommunications System is one ofthe third-generation (3G) cell phone technologies. Currently, the most common form of UMTS uses W- CDMA as the underlying air interface. It is standardized by the 3GPP, and is the European answer to the ITU IMT-2000 requirements for 3G cellular radio systems. Isotropic Antenna - a theoretical point source of waves which exhibits the same magnitude or properties when measured in all directions. It has no preferred direction of radiation. It radiates uniformly in all directions over a sphere centred on the source. It is a reference radiator with which other sources are compared. Exposure - Exposure occurs whenever and wherever a person is subjected to electric, magnetic or electromagnetic fields other than those originating from physiological processes in the body and other natural phenomena. Exposure, partial body - Partial-body exposure results when RF fields are substantially non-uniform over the body. Fields that are non-uniform over volumes comparable to the human body may occur due to highly directional sources, standing-waves, re-radiating sources or in the near field. General population/uncontrolled exposure - For FCC purposes, applies to human exposure RF fields when the general public is exposed or in which persons who are exposed as a consequence of their employment may not be made fully aware of the potential for exposure or cannot exercise control over their exposure. Therefore, members of the general public always fall under this category when exposure is not employment-related. Maximum permissible exposure (MPE) - The rms and peak electric and magnetic field strength, their squares, or the plane-wave equivalent power densities associated with these fields to which a person may be exposed without harmful effect and with an acceptable safety factor. Occupational/controlled exposure - For FCC purposes, applies to human exposure to RF fields when persons are exposed as a consequence of their employment and in which those persons who are exposed have been made fully aware of the potential for exposure and can exercise control over their exposure. Occupational/controlled exposure limits also apply where exposure is of a transient nature as a result of incidental passage through a location where exposure levels may be above general population/uncontrolled limits (see definition above), as long as the exposed person has been made fully aware of the potential for exposure and can exercise control over his/her exposure by leaving the area or by some other appropriate means. Appendix B Collocation Sites Special rules apply at sites with multiple transmitters on buildings. Regardless ofthe categorical exemption rules detailed about for single carriers, if a T-Mobile, USA site's emissions: 1. are more than 5% above the emissions limits in an "accessible area;" and 2. contribute at least 5% of all the emissions at any site which together result in an overall effect of more than 100% of the emission limits then we, and each carrier meeting this definition, are individually and collectively responsible for compliance. The FCC expects each carrier to make a good faith effort to consider emissions from other carriers and make the determination. That said, the FCC Office of Engineering and Technology has supported the following exception: • Within a controlled environment at a multi-transmitter site, if a carrier can physically elevate its antenna so that, as a practical matter, the volume of space where the RF field exceeds 5 percent of the controlled environments limits in Table of Section 1.1310 is 2 meters or more above any rooftop walkways (i.e., the volume where the fields exceed 5 percent of the limit are practically inaccessible), that carriers would be relieved of any responsibility for ensuring compliance of all transmitters at the site. This assumes, of course, that the carrier does not exceed 5 percent of the general public exposure limit in any uncontrolled areas. Regulatory Compliance recommends conducting the routine environmental analysis whenever collocating on a rooftop. Although the need for analysis usually arises when we are first installing equipment or upgrading a site, we are responsible for total emissions at the site even when a new carrier collocates at our existing site. If after the analysis, the total emissions exceed 100% of the limit, all carriers on the site should be contacted to work out a joint solution to the problem [however, if the last carrier pushes the site over the limit, there is support in the rules that the last carrier should bear the burden of addressing compliance]. Professionallv Managed Sites As noted above, the carrier is always responsible for the RF compliance of its equipment. The FCC OET, however, does realize that some site managers undertake the responsibility for RF compliance (and that carriers likewise may rely on consultants to document compliance. The OET has stated that: • As with other licensee responsibilities, while ultimate responsibility for compliance rests with the licensee, compliance with the RF exposure regulations can be delegated to specialized consultants, site managers, or specific individuals within a company, and, as long as the delegation itself is reasonable a licensee may certify compliance on the basis of the delegate's report. In either case, a copy of the site manager or RF consultant's report should be maintained in the site file. Table 1. LLC Job #A60624N1 Attention: Doug Munson 6886 Mimosa Drive Carlsbad, California 92011 Phone 619-602-5600 SUBJECT: NOISE PLANNING FOR ERICSSON 2106 EQUIPMENT CABINET OPEN SYSTEM INSTALLATION At your request, this letter provides noise planning information for cellular systems utilizing outdoor Ericsson BTS RBS 2106 cabinets. This report presents the analysis based on an "open plan," where the facility has no noise attenuation features, and is located at the minimum installation distances specified in the report from any property line or on-site building. Noise and Sound Level Descriptors All noise level or sound level values presented herein are expressed in temns of decibels (dB), with A- weighting, abbreviated "dBA," to approximate the hearing sensitivity of humans. Time-averaged noise levels are expressed by the symbol "LEQ;" unless a different time period is specified, LEQ is implied to mean a period of one hour. Some of the data may also be presented as octave-band-filtered and/or a-octave-band- filtered data, which are a series of sound spectra centered about each stated frequency, with half of the bandwidth above and half of the bandwidth below each stated frequency. This data is typically used for machinery noise analysis and barrier-effectiveness calculations. Short duration peak noise levels are expressed by the symbol "LMAX•" The Community Noise Equivalent Level (CNEL) is a 24-hour average, where sound levels during evening hours of 7 p.m. to 10 p.m. have an added 5 dB weighting, and sound levels during nighttime hours of 10 p.m. to 7 a.m. have an added 10 dB weighting. This is similar to the Day-Night Sound Level (LDN), which is a 24-hour average with 10 dB added weighting on the same nighttime hours but no added weighting on the evening hours. Sound levels expressed in CNEL are always based on A-weighted decibels. These data unit metrics are used to express noise levels for both measurement and municipal noise ordinances and regulations, for land use guidelines, and enforcement of noise ordinances. Further explanation can be provided upon request. Noise emission data is often supplied per the industry standard format of Sound Power, which is the total acoustic power radiated from a given sound source as related to a reference power level. Sound Power should not be confused with Sound Pressure, which is the fluctuations in air pressure caused by the presence of sound waves, and is generally the format that describes noise levels as heard by the receiver. Sound Pressure is the actual noise experienced by a human or registered by a sound level instrument; when Sound Pressure is used to describe a noise source it must specify the distance from the noise source to provide complete information. Sound Power, on the other hand, is a specialized analytical method to provide information without the distance requirement; but it may be used to calculate the sound pressure at any desired distance. These ordinances typically provide that the houriy average noise limit for any noise source impinging at the property line of a single-family residential land use zone is not to exceed 45 dBA between the nighttime hours of 10 p.m. to 7 a.m. However, some municipalities, including the City of San Diego, have a more restrictive nighttime property line noise limit of 40 dBA. Daytime noise limits are normally less restrictive; allowing 5 dBA higher noise levels during the hours between 7 a.m. to 10 p.m. Noise limits are also less restrictive in commercial and industrial land-use zones. (See Attachment A, Note Analysis Notes. Potential Project-Related Noise Source(s) The report addresses the proposed wireless installation utilizing Ericsson RBS 2106 telecommunications cabinets. The predominant noise sources from the equipment cabinet are the intake and exhaust louvers, located on the front side of the cabinet. The equipment cabinet is expected to operate 24 hours per day, 7 days per week, and 365 days per year. Equipment Noise Data This report addresses the RBS 2106 unit. This cabinet has been measured in operational facilities at several locations. The measurements have provided neariy identical operational noise levels as the RBS 2102 cabinet. Both cabinets are believed to utilize the same basic cooling systems. The following measurement was the loudest equipment noise measurement made of an operational unit; it will be used to present a worst-case analysis. Noise levels of an operational RBS 2106 equipment cabinet were measured at 3:00 p.m. on April 8,2004, at a Cingular Wireless installation located at 2190 Carmel Valley Road in Del Mar (City of San Diego), California. The property's Assessors Parcel Numberof this operational facility is 301-081-26-00. The single RBS 2106 equipment cabinet was mounted on a 5-foot square concrete pad, located on the eastem side of an existing commercial office building. The unit was mounted approximately 6 inches in front of the building wall. The following noise levels are typical of the unit, where it is mounted adjacent to a wall. Table 1 is considered to represent a worst-case scenario, with the wall reflection. The Table presents the actual noise levels of the single unit measurement and the calculated octave noise data for multiple-cabinet equipment installations. Limitations This analysis is based on the noise emission for the fan side (front) of each cabinet, to present a worst-case analysis, since the fans are the loudest noise source. Accordingly, it is safe to assume that the orientation of a planned installation will not cause the projected noise level to be higher than calculated in this analysis. Since the measured noise levels ofthe other three sides ofthe cabinet will be lower, the minimum required distances from the remaining three sides may be somewhat less than indicated above. However, a separate analysis of the specific installation would be required to determine these distances, which may be useful in proposed locations with space limitations. Other enclosure systems, besides the open chain link fence design (i.e., wooden fences or CMU walls), may be utilized with the same distances specified in this report. However, it should never be presumed that other enclosure systems will allow any reduction in the specified distances between the equipment and the property line or other sensitive receivers, without a site-specific acoustic analysis of the particular enclosure. Certification The findings and recommendations of this acoustical analysis are based on the information available and represent a true and factual analysis of the potential acoustical issues associated with the proposed with Ericsson RBS 2106 equipment cabinet system. This procedure is also valid when used successively for each added noise source beyond the first two. The reverse procedure can be used to estimate the contribution of one source when the contribution of another concurrent source is known and the combined noise level is known. These methods can be used for LEQ or other metrics (such as LDN or CNEL), as long as the same metric is used for all components. Tabie 1. Pursuant to City Council Policy 64 (Wireless Communication Facilities), WCF's should be located where they are "least visible to the public" and that all aspects of a WCF should exhibit "stealth" design techniques. The proposal to locate 12 antennas in 3 panels on a 100 foot tall light standard and to also construct 3 six foot tall equipment cabinets enclosed by an 8 foot tall chain link fence along a visible street (Basswood Ave.) at a location which is situated across the street from single-family residences does not satisfy the "stealth design" criteria. The light standard proposed on the east side of the proposed track is closer to the original WCF location and a preferred less visible location. The existing pole is located and powered on that side of the current field. Please revise the project to relocate the WCF to the light standard on the east side of the field. Furthermore, to stealth the antennas, they should be incorporated into the interior of the light pole. The proposed equipment enclosure, (an 8 foot chain link fence) does not screen the equipment sufficiently. A preferred alternative is to vault the equipment underground. Please revise the plans to show an underground equipment vault. As an alternative the equipment should be enclosed in an architecturally significant structure. 2. Staff does not support the proposed site of the temporary antennas on the prominent corner of Basswood and Monroe Avenue (see issue items above). Furthermore, the lot on which the proposed temporary antennas are proposed is in an R-1 zone, which pursuant to City Council Policy 64, is a discouraged location for WCF's. The antennas should be placed in a "preferred location", such as on internal school grounds, where it will not be as visible to the general public. Likewise, the temporary WCF should be redesigned to achieve a stealth design. Engineering: None M&M TELECOM. Inc. H IRELESS CONSUL T.Ah'TS P.O. Planning: 1. a. See included Project Description and Justification Letter. b. See included Project Description and Justification Letter. c. See included coverage maps. d. See included RF (EME) Report. e. See included coverage maps 2. See included Project Description and Justification Letter. 3. See included landscape plan on plan pages L-l.2 and L-4.2. Note that the landscape plan provided is a copy of the plan generated for the high school renovation project. All landscaping surrounding the T- Mobile project will be provided as part of this renovation, the T-Mobile project does not include a separate landscape plan. Planning Issues of Concem: 1. Shown on plan page T-l. 2. Please note that vsdth respect to "nearby architecture", the predominate features in the immediate area will be the proposed bleachers which are constructed with metal handrails, the metal field sport light, and the chain link fence bordering the school property along Basswood Avenue. As shown on the plans, there are no significant proposed architectural features in this area that would be constructed with walls of another material or design that would conflict with the design of the chain link enclosure. The chain link enclosure as designed will best match the proposed nearby architectural features, and has also been approved by the master architect for the school renovation project. 1 As shown on the provided landscape plan (see above), there is a significant amount of landscaping which will be installed as part of the school renovation project along the fence line bordering Basswood Avenue for the purpose of providing screening of the entire area fi-om off-site. The screening provided by surrounding the equipment enclosure (which does not exceed the height of the proposed 8' fence along Basswood), with additional landscaping would have a negligible impact given the scope of the overall renovation. 3. No issues. 4. The antenna design has been revised to accommodate this request. Please see the Antenna Layout Detail on plan p^e A-6, showing the width of the antenna sectors reduced to 6'-0" and the distance fi-om the pole reduced to 2'-6". Note that these distances represent the minimum antenna separation distance required by the RF Engineer for this installation. Landscaping; 1. See included landscape plan, note response to item #3 above regarding landscaping. No trees or other vegetation is being removed specific to the T-Mobile installation. Any removal or other modification of the existing landscaping would occur as part of the high school renovation project independent of the T-Mobile project, as such, T-Mobile has no input on the final landscape plan, or any other details of the project beyond the specific lease area for T-Mobile. 2. See response to item above. 3. Shown on plan page A-l. 4. No redlined plan sets were given to the applicant, a copy of the comments letter has been included with the re-submittal. Thank you for your attention in this matter. Please contact me at 760-585-5104 if any questions arise from your review of this material. A description or map of the applicant's existing and other proposed sites within the vicinity. — d. Verification that the proposed WCF will comply with the FCC's guidelines for human exposure to radio frequency (RF) electromagnetic fields. e. Provide colored T-Mobile Radio Frequency Engineer coverage maps showing coverage areas with and without the proposed WCF. 2. Pursuant to City Council Policy 64 (Wireless Communication Facilities) Application and Review Guideline D.3, new monopoles should not be permitted unless the applicant demonstrates that no existing monopole, building or structure can accommodate the proposed wireless facility. Accordingly, please provide evidence that an existing facility or any other existing or proposed light pole located around the campus cannot accommodate the T-Mobile proposal. 3. Provide the location of all major vegetation, showing size and type around the project. Identify all existing trees to remain or to be removed. ISSUES OF CONCERN Planning: 1. Provide the following information on the Title Sheet: existing general plan land use designation (OS), Zoning designation (H), site size, and City assigned application number (CUP 99-14(A)). 2. Please redesign the equipment room to screen it with walls and landscaping rather than a chain link equipment enclosure. The screen walls should be designed and/or treated to match nearby architecture and the proposed landscaping should be compatible with the surrounding landscaping. CUP 99-14(A) - CARLSBAD HIGH WCF April 24, 2008 Paqe 3 3. Prior to the issuance of building permit, the applicant will be required to submit to the City a Notice of Restriction (or provide evidence that previous notice has been filed) to be filed in the office of the County Recorder, subject to the satisfaction of the Planning Director, notifying all interested parties and successors in interest that the City of Carlsbad has issued a Conditional Use Permit Amendment on the property. Said Notice of Restriction shall note the property description, location of the file containing complete project details, and ali conditions of approval as well as any conditions or restrictions specified for inclusion in the Notice of Restriction. 4. Please redesign the proposed antennas so that they exhibit a more stealth design. Staff has concerns about the 9 foot width of the antennas and the distance (4 feet) from the pole they are being proposed at. Antennas and their associated mountings should generally not project outward more then necessary and the least obtrusive design is preferred Landscaping: The applicant shall make the following corrections to the plans so that they will meet the requirements of the City of Carlsbad's Landscape Manual. Numbers below are referenced OfT the red line plans where appropriate for ease in locating the area of the comment concern. 1. There are existing Ash trees in the vicinity of the proposed tower and equipment cabinets. There are also existing Oleander shrubs along the existing chain link fence that parallels Basswood Avenue. Please show and label all existing vegetation and fencing on the plans and indicate whether they are to remain or be removed. All trees and shrubs should remain or be replaced as appropriate to better screen the improvements from the homes across the street. Final comments are reserved pending the addition of this information to the plans. 2. If existing shrubs and/or trees are to be removed, please specify replacement plantings as appropriate, providing new plant names, sizes and quantities. All new plantings are to be shown and labeled on the plans. 3. The project description indicates that this facility will replace the existing T-Mobile facility. Please show and label the existing facility on the plans and indicate that it is to be removed. 4. RETURN REDLINES and provide 2 copies of all plans for the next submittal.
