On January 2, 1979, the City Council reviewed the request to amend the Zone Code to permit the use.of a mobile trailer on the property of South Coast Asphalt. the request, but during the discussion some issues were brought up about trailers in general and how they are regulated by the City Code, especially ‘8 the storage of unused trailers. You indicated at that point that staff would review the matter. By the definitions of trailer and trailer park, it appears that one trailer is permitted to be placed or stored on any property in any zone, more than one constitutes trailer park and a conditional use.permit is required and all development standards contained in Chapter 5.24 of the Municipal Code. The City Council denied The C-M and M Zones indicate that storage yards is a use permitted by right, provided storage areas are either indoors or completely surrounded by minimum 5 foot wall or fenceq- Therefore, South Coast Asphalt may store one trailer anywhere on site, but if there is more than one trailer stored they must be kept within an enclosed storage area. The above regulations are inferred from the Zoning Ordinance since the Code does not directly speak of storage or trailers or what is a storage yard. Nevertheless, historically the City has regulated the storage of trailers and the keeping of trailers basically as noted above.
