CALIFORNIA 9200E 619- 757-2010 (ESCONDIDO 614-745-4262) September 23, 1983 Mr. Mike Holzmiller Land Use Planning Manager CITY OF CARLSBAD 1200 Elm Avenue Carlsbad, California 92008 RE: Emergency Repairs Primary Crusher Dear Mike3 On Wednesday, September 14, we shut down operation of our Telsmith 50" X 60" primary crusher due to apparent bearing failure on the main drive shaft. This unanticipated breakdown has caused an emergency situation for South Coast Asphalt due to the following facts. The main drive shaft needing repair is 3' X 15' and will necessitate replacement of four bearings. Bearings and seals this size are not shelf items and therefore not readily available. We anitici- pate that obtaining the necessary parts and completing the repairs will take from three to four weeks. At the time of the breakdown we had approximately ten days supply of crushed rock in inventory for production of asphalt concrete, for delivery as road base or crushed rock products. Because of the necessity to continue production to meet commitments to our customers, we have rented and installed a portable crusher as a temporary replacement for the machine under repair. We have place the temporary crusher in close proximity to our existing primary crusher, within the city limits of Carlsbad. The tempoarary crusher is smaller than the one under repair, therefore we anticipate that we may have to operate the crusher longer hours to achieve a minimum production rate to feed the rest of our crushing plant. Presently, it appears that it will be necessary to operate the temporary crusher from 6 AM to 10 PM, Monday thru Saturday to meet commitments to our customers. The replacement crusher began operation on Thursday, the 22nd for, what we anticipate will be, a four week period. Concurrently, we have applied for, and been granted an emergency variance for the temporary crusher by the San Diego Air Pollution Control District. This variance is subject to the same dust con- trol requirements that are contained in the Permit to Operate issued by the SDAPCD for the permanent primary crusher and plant. The only possible effect that this emergency situation may have on our neighbors to the north is that the noise from the operation of the temporary crusher may be more discernible due to its more exposed location. moniter, with a sound meter, in the evenings, the sound from this operation at various locations in Costa Serena, and make every reasonable attempt to att- enuate any increased sound levels generated by the temporary installation.
