HomeMy WebLinkAboutDI 89-05; Kelly Stockpile; Discussion Item (DI) (2)A June 17, 1988 Mr. Ray Patchett City Manager City of Carlsbad 1200 Elm Avenue Carlsbad, CA 92008 Re: Palomar Airport Road Assessment District Dear Ray: Following discussions with Rich and Pat Kelly, I am enclosing a memorandum which has been delivered with a copy of this letter to Lloyd Hubbs, John Cahill and others involved in the Palomar Airport Road Assessment District matter. In light of both the quantity of export and likelihood that grading on the Palomar Road site could not commence prior to the expiration of the coastal zone window, we believe that it is in the economic best interest of the City that the bid opening be delayed long enough to permit supplemental bids on the earthwork and export items. Such a delay would also be in the best interest of its public health and safety on the roadway system, as well as expediting Palomar Airport Road. In addition, we propose that the bid provide for an alternate item if work subject to coastal zone restrictions is delayed to April 1, 1989. With this bidding, formation of the district would not be delayed. However, we believe that the earthwork requiring export should be delayed u?ztil April lI 1988, and in the interim, processing be undertaken at the expense of the landowners to obtain permits to permit stockpiling and/or permanent fill utilizing the roadway excavations in the local area immediately adjacent to Palomar Airport Road. The net result of this is that neither formation of the district nor construction of the road will realistically be delayed but a potential significant expense to the City of Carlsbad and heavy burden on the City transportation system will be avoided. 4401 MANCHESTER AVE., SUITE 206 ENCINITAS, CALIFORNIA 92024 U.S.A. Construction Needs. +300,000 CY of material must be exported from PAR site. Estimated bid cost (per contractors) is $1.5 - 2.3 ~illien (apprcxAnatgly 40% fron City PFF funds). Impact. 30,000 truck trips (15,000 loaded) on City roads will be required; 150 working days for export. Substantial road wear, substantial safety hazard for extended period. Commencement of Earthwork. Contractors' estimate - cannot commence until October earliest, which is after the end of coastal zone grading period. Bid Status. Bid opening scheduled for June 22. Bid does not include separate earthwork item for possible local fill site. Potential Local Fill Sites. Both Kelly and Carltas sites are potential fill sites and may ultimately require fill in excess of 300,000 CY. All sites require environmental review, City Council approval and Coastal Permit. (4 - 6 month time frame) . Assessment District Formation. Slated for August. PROPOSED SOLUTION 1. Bid Process. Bid opening delayed one week for additional bid items: (a) Separate bids on earthwork with local site and without local site. (b) Separate bid item if work subject to coastal zone restrictions is delayed to April 1, 1989. Result: Potential cost saving identified and captured, rather than left to contractor; district formation and contract delayed one week. 2. Local Fill Site. Kelly and Carltas, with City support, submit appropriate documents for grading, stockpile, etc. for 1 - 2 local fill sites. Processing commenced immediately, with expectation of approval well before April 1, 1989. 3. District Formation. District is formed, and debt limit reflects potential higher cost or export. District participants understand risk, that dirt must be exported if fill sites not timely approved. 4. Commencement or‘ Gradiacr Kcrk.
