HomeMy WebLinkAboutDI 90-03; South Carlsbad City Library; Discussion Item (DI)JULY 24, 1990 TO : MICHAEL GRIM, ASSISTANT PLANNER FROM: KEN QUON, PROJECT MANAGER CARLSBAD CITY LIBRARY, PROJECT NO. 3244 This memorandum is a supplement to the Parking Study Report for Plaza Paseo Real, prepared by Linscott, Law, and Greenspan, Engineers, dated February 15, 1988. The original Report identified the parking space requirements for a conceptual 58,000 sf City library facility. Utilizing the identical data, analysis techniques, and calculation methods, this supplement will identify the parking space requirements for the proposed 64,000 sf Carlsbad City Library. From the original Report, it was determined that the patronage of the existing library during data collecting was 15% below the patronage of the fifth highest day of the year. Consequently, the observed peak parking demands were increased by 15%. The Report also identified that the maximum observed parking demand was 4.3 spaces per 1,000 sf of library space (106/24.3 = 4.3). This was increased by approximately 15% to obtain a peak parking demand factor of 5.0 parking spaces per 1,000 sf of library space. Utilizing the peak parking demand factor of 5.0, the parking space requirement for the proposed Carlsbad City Library is: 5.0 X 64,000 = 320 parking spaces 1,000 The original Report identifies a parking space demand for the entire center at 998 parking spaces. The approved site plan has 1,063 parking spaces. Changing the library parking space requirement to 320 spaces would result in a total of 1,033 parking spaces for the entire center, which would exceed the parking demand requirement by 35 spaces.
