August 10, 1990 Cardwellflhomas & Associates Mr. Richard Cardwell 1221 Second Avenue, Suite 300 Seattle, WA 981 01 -2925 CARLSBAD CITY LIBRARY MODIFICATIONS TO SITE PLAN Dear Mr. Cardwell: The purpose of this letter is to follow-up a meeting held this past week with other City officials regarding the proposed site plan for the Carlsbad City Library project. Several decisions were reached regarding the parking and circulation proposals in the current site plan which directly affect the project. Several members of the senior City staff havevoiced concerns regarding the proposed access, circulation, and parking changes that have been made from the approved Site Development Plan for the Plaza Paseo Real shopping center. These proposed changes benefitting the future library have a corresponding impact to the previously approved reciprocal parking agreement between the City and the developer. There is also concern that the City will be seeking relief from parking standards for a City initiated project which are in every other instance strictly applied to all privately initiated projects. The location of the library in a privately developed mutti-use complex with anticipated high pedestrian and vehicular usage severely restricts our ability to relax established parking standards. This situation is compounded by the fact that the City Council has approved an increase in the Library Building Program from 58,000 to 64,000 square feet thereby requiring a corresponding parking increase. After a lengthy discussion of these and other issues including input from the Library Director and the Planning Director, we have been advised that the proposed site plan for the library will require revisions to address these concerns. Therefore, the City directs you to prepare a scaled revised site plan for the library project depicting the following: e 363 parking spaces shall be constructed for the library within the boundaries of Parcel 2 of the approved Site Development Plan for Plaza Paseo Real. This number is based upon the City’s standard requirement of one (1) space per 150 square feet of library space which includes a 15% reduction applicable to a multi-use center. Up to 25% of these parking spaces can be compact size, 8’ x 15’. The standard size parking space is 8-1/2’ x 20’. e Access and circulation shall be in accordance with the approved Site Development Plan for Plaza Paseo Real. The driveway opening from Dove Lane, the travel lane leading to the front of the library, and the parking stalls east of the library can remain in the positions as shown on the existing library site plan. e Provide revised curb islands to accommodate delivery trucks in the parking lot south of the library building. Also show standard turn-around configurations in the parking lot north of the library building. 2075 Las Paimas Drive - Carisbad, California 92009-4859-(619) 438-1 161 I I ,- August 10,1990 CARDWELWHOMAS & ASSOCIATES Page 2 a The travel lane leading to the drop-off area fronting the library will be a ’through’ travel lane connecting Dove Lane with the interior ring road for the center. Please show a raised median or unbroken curb connection as depicted on the approved Site Development Plan for Plaza Paseo Real. A break in the middle of the first parking island south of the library will be allowed. Given these requirements, the open space landscape area shown on the concept landscape/site plan for the library can no longer be considered for the project. As for the presentation to the Carlsbad Planning Commission, since the library project is not deviating from the approved Site Development Plan for the shopping center, the project will not be brought before the Planning Commission until the library building architecture has been established. We anticipate this to occur in November, 1990 as shown on our .. master project schedule. .. Please forward the revised site plan to our office as soon as possible as it will be used as an attachment in other discussions with the Plaza Paseo Real development group. None of the issues sddressed in this letter should adversely affect the building footprint and its proposed location on the site or the project’s design schedule. While these decisions may restrict our original best intentions, the City looks forward to proceeding with the project with continued optimism and resolve that the final product will be a facility which will best serve the needs of our community.
