ADJOURNMENT Next meeting: MINUTES OF MEETING 4:30 p.m., February 20, 1997 Carlsbad Senior Center 1-5 CORRIDOR LANDSCAPE ADVISORY COMMITTEE CALL TO ORDER: Chairperson Welshons called the meeting to order at 4:34 p.m. ROLL CALL: Present: Chair Welshons, Members L’Heureux, Pynes, Batter, Scarpelli and Lawson. Absent: Members Nygaard, Savary and Finney Present Connie Beardsley, Arts Manager Naomi Nussbaum, Visual Arts Coordinator Brad Lewis, KTU +A Roberto Salas, KTU +A Ray Traynor, CalTrans Steve Alvarez, CalTrans Approval of the minutes of the January 13, 1997 meeting was postponed until there was a quorum. Connie Beardsley, Arts Manager, provided a brief summary of the project to date. Brad Lewis, KTU&A consultant, stated that the plan submittal deadline for the federal grant of $200,000 through the Clean Air Program is April 30, 1997. He explained the grant permits tree planting at the Palomar Airport Interchange. Mr. Lewis mentioned that CalTrans’ installation of the railing at the La Costa interchange is also imminent. If we want to change the fence, the change order deadline is March 1, 1997. If we do nothing, he stated, a standard chain link barrier will be built. In order to create the wave structure, the top area of the fence will be manipulated. Mr. Lewis provided the Committee with a photo simulation of the wave fence which would extend 6’ to 12’ in height and be supported by posts 6’ to 8’ apart. Mr. Lewis stated that a change order needs to be submitted by the City to CalTrans in order to execute this modification. Ms. Beardsley suggested that the design should initially go through public comment in order to provide Council with some options. Mr. Lewis explained that if the City does not go forward with this recommendation, the standard fence will cost $16,000. If a change order is submitted by March 1, the modified fence will cost $26,000. If a standard bridge is built now and modified at a later date, the cost will be $40,000. Mr. Traynor of CalTrans indicated that the building of the fence is scheduled in a couple of weeks and the CalTrans procedure for approving a change order takes a few weeks. Member Lawson asked whether additional sleeves could be added during this phase of construction if the deadline were missed. Mr. Lewis stated that it would be cost-effective to include the fiber optic cable at this time of construction which then gives the option to use or not use it. Member Batter was concerned about the shade of blue vinyl coated chain link as well as preserving the consistency in design of the entire project. Member L’Heureux suggested an actual sample of the fence material color be displayed for the public. Roberto Salas, KTU+A artist, described the sculptural images that would be scattered between interchanges linking the entire corridor. Sculptures would be monochrome color lit up at night. Mr. Traynor displayed some concern about the lighted features because of CalTrans regulation on distraction levels. The location, 30’ back from the road was acceptable. Mr. Salas explained the sculptures would be made from molds using a lightweight concrete mixed with fiberglass. The lighting would be low voltage and incandescent, to be supplied by the City. Each sculpture would be placed on 8’ to 10’ posts. He suggested variations could be done such as free-standing and framed, as well as two-dimensional relief on the walls of the bridges. Mr. Traynor stated a precedent has been set in Sacramento and Orange County for free standing elements. Mr. Lewis then addressed the $200,000 grant for the landscape plans for Palomar Airport. He recommended the removal of existing Eucalyptus trees and displayed a rendering of a simple grid pattern of trees. He explained this design would be visualized like an orchard or grove and only two contrasting trees would be used - flowering plum (purple and smaller) and Tipu (yellow flowering and larger). From the $200,000 budget, $40,000 would be allotted to the design document and the remainder would permit the purchase of 160 36” box trees. Mr. Lewis reminded the Committee that plans needed to be approved by April 30, 1997. Mr. Traynor stated there may be a problem with pruning but implied there would be some leeway with tree planting. Members of the Committee were asked to vote on the grid pattern, species of the trees and possible extension of area of planting. Members were unanimously in favor of KTU+A’s plan and against the extension, and asked for estimates on a maintenance plan. Mr. Traynor reminded the Committee that the landscape plans for the La Costa Interchange had already been approved by CalTrans, however, there is an immediate opportunity for the City to review and make any changes no later than March 1, 1997. Members were asked to vote on the wave fence. Member Batter was resistant to the blue color and wants the public to be informed about the entire master plan design. Member Pynes expressed reservations but echoed Member Batter’s desire to educate the public about the integrated design concept. Member Lawson was concerned about voting on the wave design without fully seeing the entire master plan. Mr. Lewis added that it would cost the City $5,000 to revert the wave design to the standard railing. Member Lawson suggested presenting the Master Plan to City Council while asking Council to approve the wave design at La Costa. In summary, the wave fence at the La Costa Interchange was approved with the condition that the design be presented as an integrated concept of the entire corridor design. It was announced that Ray Traynor has changed jobs and Steve Alvarez will be replacing Mr. Traynor as a representative of CalTrans. Mr. Traynor will fax a list of necessary steps to Steve Jantz, Engineering staff member. The minutes were approved as written. Member Scarpelli abstained. With no further comments, the meeting was adjourned at 6:30 p.m. The next meeting of the Committee was scheduled for Monday, March 10, 1997, at 5:OO p.m. at the Senior Center.
