Three agenda Mis have been previously submitted to the CMWD Board which discussed CEQA (refer to agenda bills 678, 698, and 724 attached). Project application to obtain a "conduit exemption" from Federal Energy Regulatory Commission is proposed to be submitted in September 2011. Approval from CMWD Board to Advertise to receive bids for construction is scheduled for January 2012. List any previously certified environmental documents (e.g., EIRs, Negative Declarations). In Agenda Bill 678 the subject project was indicated to be exempt pursuant to Section 15303 of the CEQA Guidelines. List any technical studies that have been prepared or that you anticipate will be prepared (e.g., biology, archeology, traffic, noise, etc.). The FERC process to obtain a "conduit exemption" was initiated in January 2011. Letters received from various agencies regarding this project are attached for reference. We responded to comments from Fish & Wildlife Service, see attached email dated August 10,2011 from Janet Stuckrath of Fish & Wildlife Service. Is the project on City property? If not, has property owner authorization or an easement been secured? Project is now in final design. Selection of generator equipment manufacturer and application to Federal Energy Regulatory Commission to obtain a "conduit exemption" wiU occur September 2011. Completing plans and specifications and obtaining FERC approval is scheduled for December 2011. Advertising to receive bids for construction planned for January 2012. Construction contract award March 2012. Equipment ordering and deUvery of material and equipment to the site would occur from April 2012 through August 2012. DESCRIPTION OF PROPOSAL - Describe the project in as much detail as possible. Use as much space as needed. Attach additional sheets (drawings, etc.) if necessary. Be sure to identify, if applicable, estimated quantities of grading (including import/export), construction staging areas on and offsite, areas of sensitive vegetation, unique construction technologies, proposed facility technologies and byproducts, and any public art component. If preliminary or conceptual plans or exhibits are available, please include two sets with this transmittal. The proposed pressure control hydroelectric is an accessory use facility that is incidental to the existing storage facilities at the site. It would take the place of an existing pressure control facility which uses pressure control valves to reduce the pressure of imported water flowing to CMWD's existing 10 million gallon (MG) Maerkle Tank and 200 MG Maerkle Dam Reservoir. The proposed pressure control would use a hydroelectric turbine pump system in place of the existing pressure control valves. It would consist of an approximately 18 foot by 18 foot precast concrete building to house the turbine generator system including electrical switchgear and controls. The location of the turbine generator and building would be adjacent to the existing pressure control facility and is shown highlighted in green on the attached drawing C-01. The pressure control hydroelectric will reduce the high pressure water by conveying the water through a new 12- inch diameter pipe installed upstream of the existing pressure control valves and connecting this pipe to the turbine generator system. A new 12-inch diameter outlet pipe from the turbine generator would be routed back to reconnect with two existing pipelines downstream of the existing pressure reducing valves. The new inflow and outflow pipes are shown highlighted in orange on attached drawing C-01. Water flow and pressure to the 10 MG Maerkle Tank and 200 MG Maerkle Dam Reservoir would remain unchanged from current conditions. To maintain higher water pressure to an existing onsite irrigation system, dam tenders house, wash-down water system for Maerkle Dam Reservoir, and chlorine dioxide generator educator requires the construction of a 6-inch diameter water pipeline from the existing pressure reducing valves to the existing chlorine dioxide storage building. The proposed pipeUne alignment follows the existing AC paved road in the area, and is shown highlighted in yellow on the attached drawings C-01 and C-02. The site for the turbine generator hydroelectric and building was previously planned for in 1989. In 1990, the site was graded and an upstream inflow pipe stub out was installed to the graded site concurrent with the installation of the existing pressure control valves and 17-foot wide by 35-foot long by 12-foot deep vault completed in 1991 (see attached drawing No. 87-109 sheets 6,11 and 20 dated 1989). No additional site grading is required. Pipeline trenching will occur for the inflow and outflow 12-inch diameter pipeline leading to and from the turbine generator with a total length of approximately 100-feet having a depth averaging 5-feet. The trench for the 6-inch diameter high pressure pipe from the existing pressure control valves to the existing chlorine dioxide building is approximately 800-feet in length averagii^ 4-feet in depth. Pipeline trenching would be performed by a small backhoe. AC paving that is cut for installation of conduits or the 6" high pressure water pipeline will be repaved with AC pavement. No sensitive vegetation will be disturbed by the proposed pipes or building. The hydroelectric generator, electrical controls, piping and valves, electrical conduit and cabling, and precast concrete building would be delivered to the site by truck. These materials will then be off-loaded and set in place or temporarily stored at the site for installation when required. The precast building would be constructed similar to attached brochure from "Modern". It will be placed on a cast-in-place concrete slab. The building is proposed to include a 10-foot wide metal roU-up door, a separate 3-foot wide access door, and a ventilation fan mounted in one wall. The 12-inch diameter inflow and outflow pipeline will be connected to the turbine generator inside the building. Electrical cables will be installed through existing conduits to an existing pumping station to enable power from the hydroelectric generator to be delivered back to SDG&E. Early Assessment For City Projects - Revised 1/3/11 Page 3 of 3 ^ CITY OF CARLSBAD STORM WATER STANDARDS QUESTIONNAIRE E-34 Development Services Land Development Engineering 1635 Faraday Avenue 760-602-2750 www.carlsbadca.gov INSTRUCTIONS: To address post-development pollutants that may be generated from development projects, the City requires that new development and significant redevelopment priority projects incorporate Permanent Storm Water Best IVIanagement Practices (BMP's) into the project design per the City's Standard Urban Stormwater Management Plan (SUSMP). To view the SUSMP, refer to the Engineering Standards (Volume 4, Chapter 2) at www.carlsbadca.qov/standards. Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of storm water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to 'Standard Stormwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the storm water standards applied to a project. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the return of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the City. If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please seek assistance from Land Development Engineering staff. A separate completed and signed questionnaire must be submitted for each new development application submission. Only one completed and signed questionnaire is required when multiple development applications for the same project are submitted concurrently. In addition to this questionnaire, you must also complete, sign and submit a Project Threat Assessment Form with construction permits for the project. Please start by completing Section 1 and follow the instructions. When completed, sign the form at the end and submit this with your application to the city. SECTION 1 NEW DEVELOPMENT Does your project meet one or more of the following criteria: YES NO 1. Housina subdivisions of 10 or more dwelllna units. Examples: sinqle family homes, multl-famllv homes, condominium and apartments 2. Commercial - areater than 1-acre. Any development other than heavy industry or residential. Examples: hospitals; laboratories and other medical facilities; educational institutions; recreational facilities; municipal facilities; commercial nurseries; multi-apartment buildings; car wash facilities; mini-malls and other business complexes; shopping malls; hotels; office buildings; public warehouses; automotive dealerships; airfields; and other light industrial facilities. X 3. Heavv Industrial / Industry- areater than 1 acre. Examples: manufacturing plants, food processing plants, metal working facilities, printing plants, and fleet storage areas (bus, truck, etc.). X 1 Environmentally Sensitive Areas include but are not limited to all Clean Water Act Section 303(d) impaired water bodies; areas designated as Areas of Special Biological Significance by the State Water Resources Control Board (Water Quality Control Plan for the San Diego Basin (1994) and amendments); water bodies designated with the RARE beneficial use by the State Water Resources Control Board (Water Quality Control Plan for the San Diego Basin (1994) and amendments); areas designated as preserves or their equivalent under the Multi Species Conservation Program within the Cities and County of San Diego; and any other equivalent environmentally sensitive areas which have been identified by the Copermittees. 2 "Directly adjacent" means situated within 200 feet of the Environmentally Sensitive Area. 3 "Discharging directly to" means outflow from a drainage conveyance system that is composed entirely of flows from the subject development or redevelopment site, and not commingled with flow from adjacent lands. 4 Pollutant-generating Development Projects are those projects that generate pollutants at levels greater than background levels. In general, these include all projects that contribute to an exceedance to an impaired water body or which create new impervious surfaces greater than 5000 square feet and/or introduce new landscaping areas that require routine use of fertilizers and pesticides. In most cases linear pathway projects that are for infrequent vehicle use, such as emergency or maintenance access, or for pedestrian or bicycle use, are not considered Pollutant-generating Development Projects if they are built with pervious surfaces or if they sheet flow to surrounding pervious surfaces. Combining the information contained in your letter dated May 9, 2011 and our discussions at our HMP Implementation meeting on August 3, 2011,1 believe we can proceed with the project provided the following: 1. The City provides FWS and DFG with a letter describing how the proposed building construction and pipe installation is consistent with the HMP (e.g. not located within a preserve, no habitat impacts, adherence to adjacency standards such as lighting and erosion control). 2. The City issues an Incidental Take Permit (ITP) for the potential harassment of CAGN during the nesting season. Since there are no habitat impacts associated with the project and all HMP consistency requirements are incorporated into the project description and construction documents, no mitigation measures need to be implemented. 3. The ITP is conditioned to require that a biologist survey the CSS habitat near the project area prior to beginning of construction activities to verify that there are no active nests within 500 feet. If there aren't any nests, then make sure the project doesn't impact any native vegetation in that area. If there are nests, have a biologist on site during construction activities to monitor the birds for stress (e.g. flying off of their nests in response to loud noises). Could you please let me know if I captured everything correctly? If so, I will prepare an HMP consistency letter and begin preparation of the ITP with the condition above. She thought that the previous letter referencing our take authoritv was equal to a declaration of no comments or issues. I confirmed that, if no habitat is cleared, then the City has the authority to "harass" (i.e. incidental take) the gnatcatcher(s) in the area without need of any mitigation - we would merely process an Incidental Take Permit (a one page form with information blanks to fill in and a signature - no public notice, no application, no fee, etc). She did have one stipulation on that arrangement: we will need to have a biologist survey the area prior to beginning of construction activities to verify that there are no active nests within 500 feet. As previously discussed, the city is planning the installation of an 18 foot by 18 foot, 12 foot tall building to house pressure control hydroelectric equipment and an underground 10 inch pipeline on the Carlsbad Municipal Water District (CMWD) property near Maerkle Reservoir. The area of work includes a paved road, dirt area, and an area covered with mulch, ornamental plants, some individual native plants, and invasive plants (dominated by Saharan mustard). The expected duration of construction is four months. Below is a description of the project's compliance with the HMP. HMP Preserve As shown in Figure 1 (attached), the entire project footprint is located outside of the HMP preserve. The closest preserves are the city's Los Monos Hardline Preserve to the south and the Kato property Standards Area to the west. No HMP preserves occur north and east of the project area. Therefore, no adjustment to existing or future preserve boundaries is needed. Habitat Impacts Figures 2 and 3 (attached) show the location of the proposed building, excavation, and areas potentially used for construction equipment storage and staging. The project footprint lies completely within developed or disturbed areas and no impacts to habitats will occur. Therefore, no mitigation for habitat impacts, as described in Table 11 of the HMP, is required. There are no narrow endemic species or species with special considerations (i.e. least Bell's vireo, southwestern willow flycatcher, and Harbison's dun skipper) within or near the project footprint; therefore the minimization measures described in Section D.6 of the HMP do not apply. Adjacency Standards Section F.3 of the HMP describes the various measures needed to prevent negative effects potentially resulting from the development/habitat interface of the urban wildlife preserve system. These measures are grouped into five categories: fire management; erosion control; landscaping requirements; fencing, signs, and lighting; and predator and exotic species control. Below is a description of the project features as they relate to the adjacency standards measures Fire Management The proposed building is not deemed as habitable and, therefore, does not require the establishment and maintenance of any fire suppression zones. No clearing of native vegetation is required for fire management. Erosion Control All best management practices for erosion control during construction will be in place and all trenching will be backfilled. No cut or fill slopes are proposed with the project therefore, no post-construction erosion control measures are necessary. Landscaping Requirements Since the project only involves the construction of a building and underground pipes, no landscaping is proposed. Therefore impacts to the preserves from invasive, non-native species or cultivars from other geographic regions will occur. Fencing. Signs, and Lighting No fencing, signage or outdoor lighting is proposed with the project. Since the project does not involve residential or commercial land uses, and the entire property is secured by perimeter fencing and security gates, no control of human access to the preserve is needed. Ms. Stuckrath and Ms. Ponce May 2, 2014 Page 3 Predator and Exotic Species Control The project does not involve land uses that could introduce domestic animals and no landscaping is proposed, therefore there will be no exotic species impacts to the preserve as a result of the project. Coastal California Gnatcatcher The neighboring coastal sage scrub habitat within the adjacent preserve and outside of the preserve on the CMWD property is suitable for occupancy by the coastal California gnatcatcher. Therefore, the project specifications require that pre-construction surveys be conducted to locate any gnatcatchers near the project area. If gnatcatchers are found, they must be monitored for stress during construction activities. If stress is observed, construction shall immediately cease and the contractor and/or city shall contact the USFWS for consultation. Because there is a potential for harassment of the gnatcatcher, the city will issue an Incidental Take Permit (ITP) forthe potential take of gnatcatcher associated with the construction activities. The ITP will be conditioned with the survey, stop work, and consultation requirements described above. Given that the project is not located within an HMP preserve and will not cause direct or indirect habitat impacts, and an ITP will be issued to address any potential take of gnatcatcher by harassment due to construction activities, the Maerkle Hydroelectric Facility project is consistent with the HMP. All construction activity shall be prohibited within this area. • During the breeding season, construction noise shall be measured regularly to maintain a threshold at or below 60dBA hourly Leq within 500 feet of breeding habitat occupied by listed species. STATEMENT OF FEES REOUIRED TO DEVELOP SECTION 30(C) CONDITIONS: Carollo Engineers on behalf of Carlsbad Municipal Water District has contacted US Fish and Wildlife's Carlsbad field office, California Fish and Game, and the National Marine Fisheries Service about review of this project to develop its section 30(c) conditions and about waiving the fee for review. Upon submittal of the actual conduit exemption application this information will be available and be documented. EXHIBIT A (1) A brief description of any conduits and associated consumptive water supply facilities, intake facilities, powerhouses, and any other structures associated with the facility. The Carlsbad Municipal Water District (CMWD), a subsidiary district of the City of Carlsbad, gets a portion of its imported treated water from San Diego County Water Authority's (SDCWA) Tri-Agencies Pipeline Connection No. 3 (TAP3). The water from SDCWA is used to fill the Maerkle Tank and Maerkle Dam Reservoir. SDCWA wholesales treated imported water to twenty-four (24) member agencies in San Diego County. SDCWA gets its water from several sources: Metropolitan Water District of Southem California (MWD), and transfer agreements with agencies in the Coachella Valley and Imperial County. SDCWA receives the treated water from MWD, and the SDCWA's 100 million gallons per day (mgd) Twin Oaks Valley Water Treatment Plant. There are two sections of pipe connecting the SDCWA's Tri-Agencies Pipeline to the Maerkle Tank and Maerkle Dam Reservoir. From TAP3, the water is conveyed through a 21-inch diameter pipe which is approximately 4,800 feet in length. The pipe size is then increased to 42- inch diameter for a length of 92 feet where it connects to an existing pressure reducing station. The existing pressure reducing station consists ofal7ftx35ftxl2ft vault. The vault contains parallel piping. One pipe contains (3) pressure sustaining and reduction valves. The other pipe is currently isolated and is reserved for future pressure reducing valve installation to add future flow capacity. After the pressure is reduced through the pressure reducing station it normally flows to the 10 million gallon (MG) Maerkle Tank. Overflow from this tank flows to the 200 MG Maerkle Dam Reservoir. Water stored at the Maerkle Dam Reservoir can be pumped back into the 10 MG Maerkle Tank as needed. From the 10 MG Maerkle Tank water is fed by gravity to CMWD's water distribution system and ultimately to its customers for their use. The pressure in the Tri-Agencies Pipeline is relatively high compared to the pressure needed to fill the 10 million gallon (MG) Maerkle Tank and 200 MG Maerkle Dam Reservoir. Currently, the CMWD sustains the pressure of TAP3 at a constant pressure of 178 pounds per square inch (psig). The pressure is reduced to approximately 20 psig through a multi-stage pressure sustaining/reducing valves. The stored energy that is in the high-pressure water is not captured when the pressure is reduced with pressure-sustaining valves (PSVs). The CMWD desires to recover this energy by installing the Pressure Control Hydroelectric Facility (PCHF) in parallel with the multi-stage pressure sustaining/reducing station. From the pressure reducing station the water is conveyed through two parallel pipelines (42-inch diameter and 10-inch diameter) a length of approximately 928 feet to the 10 MG Markle Tank and 200 MG Maerkle Dam Reservoir. The powerhouse (hydroelectric facility) would consist of an 18 ft by 18 ft precast concrete building which would house the turbine along with electrical gear and controls. Piping would lead from upstream of the second pressure reducing valve at an existing blind flange to connect to the turbine. The outlet of the turbine would be routed to reconnect with the existing flow downstream of the pressure reducing/sustaining vault. Flow to the Maerkle Tank and Maerkle Dam reservoirs and users would remain unchanged. Refer to Exhibit G.3 for a drawing showing the piping configuration of the proposed hydroelectric facility. (2) The natural sources of water that supply the related conduit are: Imported water obtained from San Diego County Water Authority's Tri-Agencies Pipeline. (3) The purposes for which the conduit is used: The primary purpose of the existing conduit at the Maerkle Reservoir site is for treated water supply to the CMWD Tank and Dam as described above. The water eventually serves the CMWD customers by gravity from the Tank. (4) The number of generating units you are proposing, including auxiliary units, the capacity of each unit, and plans, if any, for future units: There are two Options for the hydroelectric facility. OPTION A would consist of one (1) generating unit and space for a future unit using a centrifugal reverse pump turbine or OPTION B which would just consist of one unit with no future units using a reverse rotary lobe turbine. For OPTION A the unit would be 135 kW and OPTION B would be 213 kW. See below for description of each turbine type. The selection will be determined after undergoing a life cycle cost analysis comparing the capital cost and power production of each type of unit. The selection will be made before the conduit exemption application is submitted. (5) The type of each hydraulic turbine: OPTION A would consist of a centrifugal reverse pump hydroelectric turbine. OPTION B would consist of a rotary lobe positive displacement reverse pump turbine. (6) A description of how the hydroelectric facility is to be operated, manually or automatically, and whether the hydroelectric facility is to be used for peaking: The hydroelectric facility is to be operated automatically and will not be used for peaking. The facility will normally be in operation 24 hours a day, 7 days a week. (7) Estimations of: (i) The average annual generation in kilowatt-hours: OPTION A: 833,000 kWhrs; OPTION B: 1,356,000 kWhrs. (ii) The average head of the hydroelectric facility: 300 feet. (iii) The hydraulic capacity of the hydroelectric facility (flow through the hydroelectric facility) in cubic feet per second: OPTION A: 6.75 cfs (maximum) OPTION B: 10 cfs (maximum) (iv) The average flow of the conduit at the hydroelectric facility or point of diversion (using best available data and explaining the sources of the data and the method of calculation): The average flow of the conduit for 2006 through 2008 was 7.8 cfs. This is based on flow meter readings from the TAP3 flow meter upstream of the proposed hydroelectric facility. Any additional flow above the turbine capacity will continue around the turbine facility through the existing pressure sustaining/reducing station. (v) The average amount of the flow described in paragraph (c)(7)(iv) ofthis section available for power generation: OPTION A: 6.75 cfs OPTION B: 7.8 cfs (8) The planned date for beginning construction of the facility: October 2011. (9) If the hydroelectric facility discharges directly into a natural body of water and a petition for waiver of 18 C.F.R. § 4.30(b)(28)(v) has not been submitted, evidence that a quantity of water equal to or greater than the quantity discharged from the hydroelectric facility is withdrawn from that water body downstream into a conduit that is part of the same water supply system as the conduit on which the hydroelectric facility is located. The hydroelectric facility will not discharge directly into a natural body of water. The hydroelectric facility will discharge into either the 10 MG Maerkle Tank or 200 MG Maerkle Dam Reservoir, which are treated water storage for the CMWD. From the Maerkle Tank the water continues to the CMWD's potable water distribution system by gravity. (10) If the hydroelectric facility discharges directly to a point of agricultural, municipal, or industrial consumption, a description of the nature and location of that point of consumption. The hydroelectric facility will discharge either into the 10 MG Maerkle Tank or 200 MG Maerkle Dam, which are treated water storage for the CMWD. From the Maerkle Tank the water continues to the CMWD's potable water distribution system and to CMWD's customers. (11) Although a dam may not be considered for hydroelectric purposes, occasionally a conduit project will be put into place at the same time construction for the hydroelectric facility's primary purpose occurs. If this is the case, please provide a description of the nature and extent of the construction of such a dam that would occur in association with construction of the proposed hydroelectric facility, including a statement of the normal maximum surface area and normal maximum surface elevation of any existing impoundment before and after that construction; and evidence that the construction would occur for agricultural, municipal, or industrial consumptive purposes even if hydroelectric generating facilities were not installed: A dam is not going to be constructed as a part of this project or at the same time. EXHIBIT E (1) A description of the environmental setting in the vicinity of the facility, including: • vegetative cover: The location of the proposed hydroelectric facility would be beside a private road adjacent to the Maerkle pressure reducing station. The existing vegetative cover in this area is disturbed bare soil. Refer to Exhibit G.3 for a map showing the proposed facility. The area in which the proposed hydroelectric facility building would be constructed contains little vegetation and is shown below in Figures 1 through 2. Some previously disturbed areas of coastal sage scrub may potentially be disturbed for pipe construction. An environmental study is currently being performed by an environmental consulting firm which will confirm this assumption. The results of this study will be provided in the FERC Conduit Exemption Application. Either type of turbine (OPTION A or OPTION B) will be NSF approved and will be direct piped to the existing Maerkle Tank or Maerkle Dam reservoirs feed piping. All lubricants for either option of turbine will be NSF approved as well. This water quantity does not affect any natural streams or wetlands, however, since the water is for use by CMWD's water customers. land and water uses: There are no streams, rivers, ponds or wetlands so there should be no water use effects. We do not anticipate any effects to the land use as well. An environmental study is currently being performed by an environmental consulting firm which will confirm this assumption. The results ofthis study will be provided in the FERC Conduit Exemption Application. • recreational use: Currently the land is public, but is restricted to agency personnel or agents only and enclosed in fencing. Recreational use by the public is not allowed on the Maerkle reservoir property. Therefore there are no effects to any recreational use. • socio-economic conditions: We do not anticipate any effects to the socio-economic conditions at the project site as the site is public land but restricted for water supply purposes and completely enclosed in fencing. However, an environmental study is currently being performed by an environmental consulting firm which will confirm this assumption. The results of this study will be provided in the FERC Conduit Exemption Application. • historical and archeological resources: We do not anticipate any effects to the historical and archeological resources in the project area because all construction will be in previously disturbed areas. Therefore these areas would have required environmental studies when the Maerkle Tank and Maerkle Dam Reservoir and appurtenant facilities and were designed and constructed. However, an environmental study is currently being performed by an environmental consulting firm which will confirm this assumption. The results of this study will be provided in the FERC Conduit Exemption Application. • visual resources: We do not anticipate any significant impacts to the surrounding area. The only aboveground construction will consist of a small precast concrete building, approximately 18 ft x 18 ft x 10 ft., which will be located down slope from Maerkle Tank. However, an environmental study is currently being performed by an environmental consulting firm which will confirm this assumption. The results of this study will be provided in the FERC Conduit Exemption Application. • endangered or threatened species, critical habitats (if none, state): We do not anticipate there being any endangered or threatened species or critical habitats in this area due to the lack of appropriate vegetation on the site. There is a small potential for coastal Califomia gnatcatcher to make use of adjacent disturbed coastal sage scrub habitat. An environmental study is currently being performed by an environmental consulting firm which will confirm this assumption. The results of this study will be provided in the FERC Conduit Exemption Application. t (2) A description of the expected environmental impacts resulting from the continued operation of an existing small conduit hydroelectric facility, or from the construction and operation of a new proposed hydroelectric facility, including a discussion of the specific measures proposed by the applicant and others {i.e. agencies) to protect and enhance environmental resources and to mitigate adverse impacts of the facility on them. There are no expected environmental impacts from the continued operation of the proposed hydroelectric facility or from construction and operation of the proposed hydroelectric facility because the facility will be constructed on previously disturbed areas. All pipe lines will be installed in previously disturbed ground. (3) A description of alternative means of obtaining an amount of power equivalent to that provided by the proposed or existing facility. The existing site utilizes power mainly for a pump station located south of the proposed hydroelectric facility. Power for this pump station and for several other small uses is provided by the grid. It is expected that on average the hydroelectric facility will produce more electricity than will be used by the pump station. Therefore, all electricity not utilized locally will be fed back into the grid. (4) Any additional information the applicant considers important. The hydroelectric turbine facility will produce over 800,000 kWhrs of clean renewable energy every year.
