The pipeline construction will occur on Basswood and James Drive west of Valley Street in the northwest
quadrant of the City.

(including import/export), construction staging areas on and offsite, areas of sensitive vegetation, unique construction
technologies, proposed facility technologies and byproducts, and any public art component. If preliminary or conceptual

Thank you for submitting an Early Assessment to install: 1) three (3) storm drain curb inlets; 2) three (3)
storm drain cleanouts; 3) approximately 1,257 lineal feet of 18-inch reinforced concrete pipe; 4)
approximately 10 lineal feet of 30-inch reinforced concrete pipe; and 5) restoration of the concrete
located within the project area on Basswood Avenue and James Drive. The project is to resolve flooding
issues in the area of Basswood Avenue and James Drive.
In response to your application, the Planning Division has prepared this comment letter. Please note
that the purpose of an Early Asses~ment is to provide you with direction and comments on the overall
concept of your project. This Early Assessment does not represent an in-depth analysis of your
project. It is intended to give you feedback on critical issues based upon the information provided in
your submittal. This review is based upon the plans, policies, and standards in effect as of the date of
this review. Please be aware that at the time of a formal application submittal. new plans. policies.
and standards may be in effect and additional issues of concern may be raised through a more specific
and detailed review.
Planning:
General
1. The project will not need any permits from Planning; however, the project must comply with C.M.C.
Chapter 8.48-Noise, which regulates permitted hours for construction.
2. The project is exempt from environmental review per State CEQA Guidelines Section 15301(b) -
Existing Facilities in particular operation, repair and maintenance of existing facilities of both
investor and publicly owned utilities used to provide public utility services.
