Previous project approval: NVJ Quad Coi^munity Park- GPA 03-0^/ZC 03-0(o/CUP 03-XS (see AB 17A^^). CUP 03-18 incorporated the senior center (CUP 88-C4) with the new park site, and approved a 70,000 sf multi-purpose building and botanical/ornamental garden. CUP 03-0.2A, CUP C»3-i8Axi and CUP IZ-XZ were for the temporary building which will he demolished with the proposed project. The multi-purpose building and garden have not been constructed. Based on the recent community needs assessment, the City Council approved an updated master plan which includes an 0-2,000 sf. multi- generational community center (in place of the ZOjOOO sf multi-purpose building), expands the botanical/ornamental garden onto adjacent city-owned parcels, and incorporates a new community garden component. Please see page 4 for a detailed project description. It is anticipated that an amendment to CUP O3-0.2 will he required (amendment B) to incorporate the additional parcels into the park master plan, to add the community garden, and to evaluate the design of the multi-generational community center. Parking was based on a stall per amenity study (completed in July ZOOZ) with a Z5% reduction, due to the site's setting in a densely urban area, having may pedestrian users. List critical and desired milestones including dates in the development review and construction process (e.g., public hearing dates, grant application submittal deadlines, public workshops, construction phasing, etc.). Construction to commence the first quarter of ZOO-i, with completion by June ZO0.7. DESCRIPTION OF PROPOSAL - Describe the project in as much detail as possible. Use as much space as needed. Attach additional sheets (drawings, etc.) if necessary. Be sure to identify, if applicable, estimated quantities of grading (including import/export), construction staging areas on and offsite, areas of sensitive vegetation, unique construction technologies, proposed facility technologies and byproducts, and any public art component. If preliminary or conceptual plans or exhibits are available, please include two sets with this transmittal. There are two primary components to the proposed project. The first component consists of a two-story multi-use, multi-generational facility. The building will be redesigned and reduced in size from ZOjOOO sf. (as previously approved) to 0-2,000 sf. The facility will include indoor recreational space, teen and fitness space, an activity center, a lounge, offices, storage, and an outdoor rooftop sports court space. The temporary parking lot and temporary building located near the northeast corner of the site will be demolished, and a new &-space ADA lot will be constructed north ofthe proposed building. The second component includes a botanical/ornamental garden and community garden similar to the new Calavera Schoolhouse Community (garden. The previous master plan included a botanical/ornamental garden on a smaller parcel. However, the city has purchased three additional parcels that will he incorporated into the master plan in order to expand the botanical/ornamental garden, and include a new community garden element. Please confirm that the existing parking plus 6 new ADA spaces will be adequate for the project. Additionally, although not shown on the plan, approximately &-0-O parking spaces are proposed to be added at the south end of the ornamental/botanical garden. Please note that the parallel parking spaces located on the north and south sides of Chestnut Avenue/Chestnut Alley were previously used to satisfy the parking requirements for the site. Pam Drew, Associate Planner Via Wl/David de Cordova, Principal Planner Re: EA 15-02 - PINE AVENUE PARK Thank you for submitting an Early Assessment to construct additional park facilities at Pine Avenue Park, located north of Chestnut Avenue, south of Pine Avenue, east of Madison Street and west of Harding Street. The proposed project includes the following: • Construct an 18,000 square foot, two-story multi-use, multi-generational community facility and six ADA compliant parking spaces to be located at the northeast corner of Pine Avenue and Harding Street. • Construct an approximately one acre botanical/ornamental and community gardens to be located at the southwest corner of Chestnut Avenue and Madison Street. • Remove the existing temporary 38 parking spaces and two existing temporary module buildings located at the northeast corner of Pine Avenue and Harding Street. In response to your application, the Planning Division has prepared this comment letter. Please note that the purpose of an Early Assessment is to provide you with direction and comments on the overall concept of your project. Planning; Community facility: A 19,492 square foot community facility was previously approved for the Pine Avenue Park Master Plan (MP), dated April 23, 2003, and adopted by the City Council at its meeting on February 10, 2004 (Agenda Bill No. 17,499); therefore, per Carlsbad Municipal Code (C.M.C.) 21.42.140.100 b. the proposed community facility may not require an amendment to CUP 03-18. However, if the architecture style, material, color, etc. changes from what was previously approved in the CUP (i.e. to blend in with the existing design ofthe Senior Center and surrounding landscaping) a Consistency Determination (CD) or potentially an amendment to the CUP may be required. Please forward the architectural design plans to the Planning Division for review. Community garden: The community garden was never part of the approved MP, therefore, the community garden will require an amendment to CUP 03-18(A). Parking study: The parking calculations for the MP determined that 255 parking stalls were required for the proposed park facilities at build-out. The community facility is proposed at approximately 2,000 square feet less than what was approved; however, the facility would be a two-story building with a roof-top sports court; therefore, its parking demand may be greater than that anticipated by the MP. Since the city has not established standardized parking requirements for public parks please prepare a parking study to determine the required parking spaces for the proposed build-out ofthe park with the proposed new use, a community garden, and the revised community facility. As part of this study, consider opportunities to install electric vehicle parking with charging station(s). Permit: • Amendment to CUP 03-18(A) for the community garden. • Consistency Determination (CUP 03-18(A)) possibly for the architectural change to the community facility. Environmental: The Negative Declaration (ND) for the Pine Avenue Park was approved by the Planning Commission on December 17, 2003 (Planning Commission Resolution No. 5523). The proposed project is within the scope of the prior environmental document and no further environmental documentation is required per CEQA Guideline Sections 15162 Land Development Engineering: The project will require the following documents: • Grading Plan • Improvement Plan for any work within the public right-of-way • Geotechnical Report • Storm Water Management Plan (SWMP) as necessary Other; Consider incorporating the energy efficiency goals described in City Council Policy 71 into the proposed community facility.
