CIP Project # - Pending List any previous and/or anticipated future Planning Commission or City Council actions (e.g., permit approvals, activity authorizations, etc.) related to this project. Previous project approval: Alta Mira Community Park- CUP 9Z-OS/HPP <=lZ-0^ approved the Alta Mira Park Master Plan. The park was approved with construction occurring in three phases. The components of the Park Master Plan include sports fieldSj picnic areas, restrooms, maintenance and storage facilities, parking lots, a tennis center/tennis courts and a gymnasium/community center. The CCC issued a Notice of Intent to issue a CDP for the park master plan on ;i/16/i<?^3 (Application # CUP 9Z-05A and CUP 9Z-05Ax1 for a temporary modular building (interim maintenance building) EA 07-0Z - allowed Phase ZA improvements (seven tennis courts) w/o any additional permits or CEQA review. CUP OS-IZ allowed continued operation of the park in perpetuity (CUP 9Z-05 expired) The remaining elements yet to be realized from the 19 92. master plan include a tennis clubhouse, a tournament court, warm up wall, gymnasium/community center, playground, and an enclosed soccer arena. Based on the recent community needs assessment, the City Council approved an updated master plan which eliminates the tennis clubhouse and tournament court and replaces the gymnasium/community center with an 20,000 sf multi-generational community recreation center. The gymnasium/community center is not part of the current development proposal. The updated MP includes a new dog park which will be located in an underutilized area of the park. Please confirm if a consistency determination can be made for the addition of the new dog park or if an amendment to CUP 05-1Z will be required. The proposed project includes the following: • Construct a 35- by 70-yard multi-use sports arena located at the northwest corner ofthe park. • Expand the playground area, within the existing grassy area, located just to the north of the proposed off leash dog park. • Construct an off leash dog park in a grassy area near the center of the western side of the park. • Analyze parking needs for the future build-out ofthe park. • Remove the existing temporary module building and maintenance yard located at the northeast corner ofthe park. In response to your application, the Planning Division has prepared this comment letter. Please note that the purpose of an Early Assessment is to provide you with direction and comments on the overall concept of your project. Planning: Multi-use sports arena: A multi-use sports arena was previously adopted by the City Council at its meeting on August 11,1992 (Agenda Bill No. 11,842) for the Poinsettia Park Master Plan (MP). Therefore, per Carlsbad Municipal Code (C.M.C.) 21.42.140.100 b. the proposed multi-use sports arena would not require an amendment to CUP 05-12. Playground area: The playground area for 6 to 9 year olds was previously approved, although at a different location in the park, therefore, it would not require an amendment to CUP 05-12. Off leash dog park: An off leash dog park was never part ofthe approved MP, therefore, the off leash dog park will require an amendment to CUP 05-12. Please submit a noise study with your CUP amendment that will document the anticipated noise levels at the adjacent residential neighborhoods. However, the off leash dog park and 80,000 square foot community center was not approved by the CDP; therefore, a CDP issued by the city will be required. Parking study: Since the city has not established standardized parking requirements for public parks please prepare a parking study to determine the required parking spaces for the proposed build-out of the park. As part of this study, consider opportunities to install electric vehicle parking with charging station(s). Permits: • Amendment to CUP 05-12 for the off leash dog park • Coastal Development Permit (CDP) for the off leash dog park Environmental: The Conditional Negative Declaration for the Poinsettia Park was approved by the Planning Commission on October 7, 1992 (Planning Commission Resolution No. 3433). The proposed multi-use sports arena and playground area are within the scope of the prior environmental document and no further environmental documentation is required per CEQA Guidelines Section 15162. However, the proposed off leash dog park may require further environmental review, in particular concerns with noise impacts on the surrounding residential neighborhood. Furthermore, due to the proximity of the sports arena and dog park to the Hardline Preserve Area, construction documents, in addition to incorporating HMP adjacency standards, shall also involve a biological survey and noise attenuation measures to ensure construction during the bird breeding season avoids impact to nesting birds. These measures should be prepared consistent with the requirements ofthe HMP. Use as much space as needed. Attach additional sheets (drawings, etc.) if necessary. Be sure to identify, if applicable, estimated quantities of grading (including import/export), construction staging areas on and offsite, areas of sensitive vegetation, unique construction technologies, proposed facility technologies and byproducts, and any public art component. If preliminary or conceptual plans or exhibits are available, please include two sets with this transmittal. The project consists of construction of the a multi-use sports arena (to include soccer, futsal, field hockey, and lacrosse), collocation of two separate playground areas (existing plus one new) into one area, and the addition of an off leash dog park in an underutilized area near the center of the park. The sports arena and playground are within the scope of CUP which approved the construction of the Alta Mira Park. The dog park is a new component, which we believe can be approved through a consistency determination. A subsequent phase will replace the clubhouse, tournament court, and warm up wall with an expanded, two story, multi-generational community recreation center of approximately 80,000 sf. The new center will be located at the entrance of the park. Please evaluate the updated master plan to ensure that the existing parking will be adequate for ultimate build-out of the park site. A CUP amendment will be submitted at a future date for the replacement of the tennis clubhouse, tournament court and warm-up wall with the multi-generational community recreation center, pending completion of a feasibility study/business plan. The proposed project is within the scope of the previously approved Master Plan and Conditional Negative Declaration (ND). Mitigation measures identified in the Conditional ND will be incorporated into the project to avoid potential indirect impacts to sensitive biological resources.
