import/export), construction staging areas on and offsite, areas of sensitive vegetation, unique construction technologies,
proposed facility technologies and byproducts, and any public art component. If preliminary or conceptual plans or exhibits
are available, please include two sets with this transmittal.
The project would convert a relatively un-used 0.76 acre lot with two picnic tables into a new dog park with separate off-
leash enclosures for large and small dogs. About 20 on-street parking spaces are available along the park frontage on the
east side of Pio Pico. There are no on-site parking spaces and none are proposed.
The site currently contains mature trees (primarily pine and eucalyptus), miscellaneous shrubs and vines, shredded bark
mulch, two picnic tables, trash cans, and a "garage" storage shed that is accessed by an AC driveway on the south end of
the site. A variety of fence types (on adjacent residential properties) border the north and east side of the site. A slope of
varying heights, partially contained by retaining walls, rises up to the property line on the east side of the site. A small slope
(< 3' high) is located between the sidewalk and property line.
The project consists of installing a 6' high, vinyl-coated chainlink fence to create separate off-leash enclosures for small
and large dogs. New benches, a drinking fountains (for people and dogs), and several "dog-i-pot" waste stations would be
added within each of the enclosed areas. The primary D.G. pathway (ADA accessible) would be provided from the sidewalk
to the picnic area and to each of the off-leash enclosures. A secondary D.G. pathway, which provides access to the large
dog park, is located near the southern end of the site. The entrances to the off-leash areas are double-gated to minimize
the potential for off-leash animals to escape.
The project proposal includes removal of poisonous shrubs & vines (oleander & morning glory); grinding existing tree
stumps and grubbing/removal of surface roots (that are trip hazards); and removal of hazardous tree branches. Existing
mature trees would be protected, and new drought tolerant groundcovers/shrubs would be installed within a 5' planting
buffer along Pio Pi co and in several areas to enhance the visual appearance of the park.
No new impervious surfaces would be constructed with the project. Decomposed Granite will be used for pathways and
within the double-gated entrance to the off-leash areas. Therefore, the project would not reduce the natural absorption
and infiltration abilities of the site.

Thank you for submitting an Early Assessment to convert an underutilized city parcel, on 0.76 acre, into a
dog park. The parcel is located on the east side of Pio Pi co Drive, east of the 1-5 freeway, north of Knowles
Avenue and south of Buena Vista Way (APN: 156-231-05-00). The proposed project includes the following:
• construct a 6-foot high, black vinyl-coated chain link fence around the perimeter and between the
proposed small and large dog areas;
• install benches;
• install drinking fountains;
• install dog waste stations;
• construct ADA accessible DG pathways;
• remove shrubs and vines; and
• install drought tolerant groundcover and shrubs.
In response to your application, the Planning Division has prepared this comment letter. Please note that
the purpose of an Early Assessment is to provide you with direction and comments on the overall concept
of your project.
Planning:
General
1. The project will require Planning Commission approval of a Conditional Use Permit (CUP).
2. The project will require an environmental impact assessment to determine if the project would have
any potential adverse impacts on the environment and to determine if the project will be compatible
with the surrounding land uses. The project issues may include public safety, noise and water quality.
3. Please consider doing neighborhood outreach to determine if the area property owners are
supportive of a dog park at this location.
