Is the project on City property? If not, has property owner authorization or an easement been secured? Yes, however the entire south side of Park in on the lagoon and owned by State of California. P-15 Page 2 of 3 Revised 09/11 Identify the project location. Include specific parcel numbers if possible. The project is on Kelly Drive from ECR to Park. Also, Park Drive from Kelly Drive to Neblina Drive Identify the project schedule. List critical and desired milestones including dates in the development review and construction process (e.g., public hearing dates, grant application submittal deadlines, public workshops, construction phasing, etc.). Design is expected to take a minimum of 2-years starting September 2017. With council approval, construction could start as early as July 2020. DESCRIPTION OF PROPOSAL-Describe the project in as much detail as possible. Use as much space as needed. Attach additional sheets (drawings, etc.) if necessary. Be sure to identify, if applicable, estimated quantities of grading (including import/export), construction staging areas on and offsite, areas of sensitive vegetation, unique construction technologies, proposed facility technologies and byproducts, and any public art component. If preliminary or conceptual plans or exhibits are available, please include two sets with this transmittal. Park Drive project limits extend from Neblina Road to Kelly Drive. Single family homes front the north side of Park Drive between Valencia Avenue and Alondra Way. Those residents have expressed concerns with speeding and crossing Park Drive with access to Agua Hedionda Lagoon, which is located on the south side. At the eastern end of Park Drive, at the intersection of Kelly Drive, is Laguna Riviera Community Park. This project will provide improvements with regards to connectivity to trails, sidewalks, and bike lanes utilizing traffic calming measures. Kelly Drive is located between El Camino Real and Park Drive and divided by Hillside Drive. The characteristics of Kelly Drive includes single family residential to the north of Hillside Drive and Kelly Elementary School to the south. City staff worked with the school and parents at Kelly Elementary School to implement painted traffic circles and Park Drive and Hillside Drive as well as a pedestrian crossing island with a marked crosswalk in front of the school to temporarily help with speeding, school operations, and parking. This project proposes a road diet with improvements to all modes of travel, enhancing the complete streets components already in place. This project proposes to create a balanced multi-modal transportation network for all users, requiring reconfiguration of both Kelly Drive and Park Drive to create a complete street and provide trail linkage from El Camino Real to Agua Hedionda Lagoon in coordination with the City Trails system. There are several programs at and ar~d the lagoon, including stand up paddleboar.ding, the YMCA, and recreational boating. Purpose Improve bicycle and pedestrian connections to the lagoon, to make active transportation a desirable option for traveling to the lagoon. Project Extent The extent of the proposed project is along Park Drive from Neblina Drive to Kelly Drive. Project Description The project includes bicycle and pedestrian improvements, as follows: Park Drive Install a buffered bike lane, with 5-foot lane and 3-foot buffer, ~long the residential side of Park Drive; install a 6-foot bicycle lane along the lagoon side Maintain 14 foot right-of-way for trail along lagoon side Install marked crosswalks at the intersections of Park Drive & Neblina Drive, Park Drive & Valencia Avenue, and Park Drive & Kelly Drive The project is shown on Figure 12. The preliminary cost estimate for this improvement is provided in Appendix B. Agua Hedionda Lagoon (Kelly Drive) Context Agua Hedionda Lagoon is a major attraction in Carlsbad. Project Description The project includes bicycle and pedestrian improvements, as follows: Kelly Drive Install traffic circles, which can be traversable by emergency vehicles, at the intersections of Park Drive & Kelly Drive, and Hillside Drive & Kelly Drive From Park Drive to Hillside Drive, install a 4-foot raised median, a 6-foot median between parking and the trail along the channel (west) side of Kelly Drive, and a 3-foot median between parking and the bicycle trail on the school side From Hillside Drive halfway to El Camino Real, install 10 foot trails on both sides of the street, and a 5-foot raised.buffer between parking and the trail; sidewalks remain at 5.5 feet From halfway to El Camino Real to El Camino Real, install a 14 foot raised median. Include 5.5-foot sidewalks, on-street parking, buffered bicycle lanes (5-foot lane with 3-foot buffer), and 11 foot travel lane. The project is shown on Figure 13.
