List any previous and/or anticipated future Planning Commission or City Council actions (e.g., permit approvals, activity authorizations, etc.) related to this project. No previous or anticipated Commissions or Council action/authorization is anticipated as part of the early assessment for the feasibility study for a proposed outdoor adventure park at Veterans Park. List any previously certified environmental documents (e.g., EIRs, Negative Declarations). The 50-acre parcel comprising Veterans Park is located north of the Crossings at Carlsbad Golf Course. The property is bounded to the south by Faraday Avenue, to the northwest by Whitman Way, and to the east and north by Macario Canyon Preserve (APN 2122710300). Identify the project schedule. List critical and desired milestones including dates in the development review and construction process (e.g., public hearing dates, grant application submittal deadlines, public workshops, construction phasing, etc.). To be determined; this early assessment is for a feasibility study only. DESCRIPTION OF PROPOSAL —Describe the project in as much detail as possible.Use as much space as needed. Attach additional sheets (drawings,etc.)if necessary.Be sure to identify,if applicable,estimated quantities of grading (including import/export),construction staging areas on and offsite,areas of sensitive vegetation,unique construction technologies, proposed facility technologies and byproducts, and any public art component.If preliminary or conceptual plans or exhibits are available, please include two sets with this transmittal. The early assessment is part of a feasibility study for a proposed outdoor adventure park at Veterans Park. Veterans Park is an approximate 50-acre site that has been designated a regional park. Key components of the proposed outdoor adventure park include: •Passive recreational trails with rest areas and exercise stations •Zipline course •Outdoor fitness and ropes course with climbing walls •Bike park, pump track, and mountain bike trails •Picnic areas and restrooms, with parking, lighting and regulatory/interpretive signs Based on parks &recreation staff's preliminary review,a proposed outdoor adventure park at the future Veterans Park site is likely not feasible. Page D-14 of the Habitat Management Plan states, "The proposed hardline boundaries on Veterans Memorial Park which provide a corridor between the City's Municipal Golf Course and properties to the north, constitutes mitigation for the development of the remaining portion of Veterans Memorial Park.A pedestrian trail, park road and five individual and two group passive picnic areas will be permitted in the corridor." Staff isn't sure if this statement precludes development of any proposed elements of an outdoor adventure park. If the full outdoor adventure park concept plan isn't feasible, are there certain elements of the pan that are feasible? What other amenities are possible at the site? In order to give the project every consideration, this early assessment is being requested to determine feasibility. A proposed conceptual plan for feasibility study/early assessment purposes is attached indicating the location of park components and adjacent land uses.
