CIP 4728 List any previous and/or anticipated future Planning Commission or City Council actions (e.g., permit approvals, activity authorizations, etc.) related to this project. August 12, 1992 -Coastal Development Permit 62-92-110, approved by the California Coastal Commission. Subsequently, an amendment to CDP 62-92-110 was approved by CCC (application submitted to CCC July 14, 1994 -file available at CCC) to eliminate the deceleration/acceleration lane and substitute a driveway entrance off Jefferson St. This eliminated the potential impacts to wetlands and therefore, eliminated the condition that required wetland mitigation. Recent correspondence with Erin Prahler at CCC indicated that if the proposed project continued to comply with the conditions of approval, then the city would have the authority for approval. April 25, 1995, the City Council approved plans and specifications for the Hosp Grove Park "Buena Vista" Special Use Area, Project No. 3431, and authorized advertisement for bids. (AB 13,126) A CUP was not required for the development of the passive park because the park is zoned OS and allowed by right in the OS zone (per G. Wayne 8/9/91 ). Uses permitted by right in the OS zone include city picnic areas, city playgrounds and public restrooms. List any previously certified environmental documents (e.g., El Rs, Negative Declarations). EIA 91-01 Hosp Grove Passive Park, approved by Planning Director July 28, 1991 List any technical studies that have been prepared or that you anticipate will be prepared (e.g., biology, archeology, traffic, noise, etc.). On-site wastewater treatment system -Preliminary Septic Layout, approved by DEH September 26, 2017. (Includes percolation testing and groundwater borings) Is the project on City property? If not, has property owner authorization or an easement been secured? YES, the project is located on city-owned property. Identify the project location. Include specific parcel numbers if possible. Although the project is in the vicinity of the Buena Vista Lagoon, it is separated from the lagoon by Jefferson Street. List critical and desired milestones including dates in the development review and construction process (e.g., public hearing dates, grant application submittal deadlines, public workshops, construction phasing, etc.). TBD DESCRIPTION OF PROPOSAL-Describe the project in as much detail as possible. Use as much space as needed. Attach additional sheets (drawings, etc.) if necessary. Be sure to identify, if applicable, estimated quantities of grading (including import/export), construction staging areas on and offsite, areas of sensitive vegetation, unique construction technologies, proposed facility technologies and byproducts, and any public art component. If preliminary or conceptual plans or exhibits are available, please include two sets with this transmittal. The Hosp Grove Playground Refurbishment project consists of renovations to an existing passive park that currently contains a playground, picnic areas and trails. The park is located on a 5.5 acre parcel within the larger Hosp Grove trails area. Hosp Grove is characterized by mature Eucalyptus trees and trails throughout the moderate to steeply sloping topography. The improvements -which are expected to encompass less than 1 acre of the park site -include replacement of the existing playground with new play equipment and rubberized surfacing; construction of a new two-stall prefab restroom on a septic system; a new accessible pathway from the parking lot to the restroom and playground; replacement of picnic tables, fencing, and entry monument sign; and the addition of security lighting. A possible two-space expansion of the existing parking lot is also being considered. The proposed improvements would be located in a gently sloping area. Very little vegetation occurs on site other than the Eucalyptus trees and the ground plane is covered with a leaf mulch. A limited amount of new drought- tolerant planting is contemplated for areas near the new monument sign and restroom, and as a replacement for areas that contain iceplant along Jefferson Street (east of the park entrance). The new restrooms would utilize a septic system because there is no available connection to the public sewer system. The septic system would utilize a wasteflow dripline installed 12" below grade that follows the contours of the land. Our understanding is that the Utilities Division would review the proposed septic system and issue a letter recommending approval of the system, but that the permitting process is through the San Diego County of Environmental Health. Refer to CMC Chapter 13.20 -Septic Tank Systems. The project would be designed to minimize impacts to the site and surrounding areas. The septic system was selected to minimize grading and deep excavations. Security lighting within the park would be shielded to minimize glare or light spillover into habitat areas surrounding the Buena Vista Lagoon. No work would occur near the area identified as 'wetlands' (see exhibit for CDP 62-92-110) that is located west of the park entrance. All applicable conditions of approval contained in the CDP and previous MND would be incorporated into the plans as components of the project in order to avoid any new potential direct or indirect environmental impacts that were not analyzed in the previous environmental document.
