PROJECT DESCRIPTION
PROJECT NAME: WELL ABANDONMENT
PROJECT NUMBER:
LOCATION: CITY OF OCEANSIDE NORTH OF MISSION AVE AND AT THE
EASTERN CORNER OF MISSION AVE AND FOUSSAT RD.
HISTORY: The Carlsbad Municipal Water District (CMWD) owns nine (9) water wells
in the Mission Basin of the San Luis Rey River. The history of water rights dates back to
1913, the wells and supporting appurtenances as they now exist were constructed and
used during the 1930s 40s and 50s. During the late 1950s this local water supply was
reduced due to increased levels of total dissolved solids. The well system was no longer
used after 1971 after the CrvIWD constructed the Elm and Ellery reservoirs.
DESCRIPTION: CMWD has at this date has not removed/destroyed the wells as it was
believed they may have had future value. The dilapidated conditions of the facilities
today have been determined to be beyond repair and CMWD must have the wells
destroyed according the procedure required by State agencies. The State requires that a
well not being used for a specified period be properly destroyed to prevent potential
contamination of the ground water.
The wells are located in two general locations near the San Luis Rey River. Two wells
with supporting appurtenances are located on a lot owned by CMWI) at the corner of
Foussat Road and Mission Avenue. This Foussat property is routinely maintained and
kept clear of vegetation growth. The Foussat property is zoned by the City of Oceanside
as Commercial The remaining wells and appurtenances are located within easements just
north of the Foussat property on property not owned by (ITMWD zoned as Commercial as
well.
This project of destroying these wells involves permanently sealing the well shaft and
removing all above ground structures and debris. Work -tvill be done by a certified
contractor and all wells will be registered as destroyed with the State. The project will be
done with two separate contracts, one for the Foussat property and a second for the
remaining wells located north of the Foussat property.
