As you know from your previous Early Consultation on a project in this area, the overall site contains protected sensitive habitat. It appears that no City discretionary permits would be required for either the abandonment of the lift station or for the construction of the new line(s) with the possible exception of a Habitat Management Plan (HMP) Permit as discussed below. 2. Preparation of an environmental review document for the project would be required. You have stated that the construction of the line can be accomplished through directional drilling, resulting in no impacts to habitat. It is unclear whether there would be a need for any staging areas for the project. If you can implement the entire project with no environmental impacts (including impacts from staging areas), the project will probably need only a Negative Declaration. (The directional drilling methodology would need to be described in the environmental review as a "project design feature", and would not be "mitigation".) We have the following comments: 1. The overall site (for all three alternatives A, B, and C) contains protected sensitive habitat. Consequently, Planning staff believes Alternative A would be the best alternative. It is the shortest (thus, least impacting). The project would require preparation of a Mitigated Negative Declaration. 2. You should also plan on incorporating microtunneling and/or any other impact- reducing construction methods. These would be part of the mitigation measures. 3. No City discretionary permits would be required for either the abandonment of the existing lift station or the construction of the new line. The general area of the project site(s) has General Plan designations of OS (Open Space) and RLM (Residential - Low to Medium Density) and zoning of OS and PC (Planned Community).
