INTRODUCTION
The Palomar Transfer
Station has operated
as an integral part of
the solid waste disposal
system in the North
County since 1977. This
facility facilitates the
handling of residential
& commercial waste,
as well as recyclables.
Solid waste collected
at the facility is transferred to trailers for final disposal at area
landfills.
The County of San Diego (Airport Division) is the property owner
of the transfer station site. The City of Carlsbad leases the site
from the County, which then sublets the site to Palomar Transfer
Station, Inc. (a wholly owned subsidiary of Allied Waste
Industries, Inc.).
In addition to waste transfer, the facility also includes a
recycling/buy-back center, which will be expanded to include
a waste oil-recycling component. Green materials such as
yard and landscape clippings are also collected to be
processed and recycled into mulch and alternative landfill
cover.
As the operator, Palomar Transfer Station, Inc. is committed to
meeting the City of Carlsbad's existing and future solid waste
processing needs, as well as providing services for its
neighboring communities.

Traffic:
The analysis contained in EIR 03-04
concluded, based upon field surveys
(RBF Consulting, 2004) that the
proposed project would result in no
significant impacts to traffic. No
mitigation is required.
Noise:
The analysis contained in EIR 03-04
concluded, based on field surveys
(Mestre Greve Associates, 2004) that
the project does not and will not
generate noise levels that approach
the Noise Ordinance limits, therefore,
the project will not result in on off-site
noise impact due to on-site activities.
No mitigation is required.
Air Quality/Odor/Dust:
The following air quality mitigation
measures will be effective in reducing
airborne fugitive dust and particulate
emissions from construction and
operation activities: 1) All clearing
and grading activities shall cease
during periods of high wind.
2) The Developer shall employ existing
fogging systems during trash dumping
and loading operations.
3) The Developer shall limit vehicle
speeds on-site to 10-15 mph.
Aesthetics:
Implementation of the Palomar
Transfer Station's landscape plan
along the perimeter on Orion Street
for visual screening will reduce any
aesthetic impacts to less than
significant.

CHRONOLOGY OF EVENTS
1977: County of Son Diego permitted by the City to
build & operate transfer station (CUP 140, MOA, 140B).
1982 - 1984: Facility non-operational.
1984: Coast Waste Management leases transfer station
site from County. Permitted by City to operate under CUP
260.
1989: Coast Waste Management receives 5-year CUP
extension, CUP 260x1.
1991: Coast Waste Management applies for CUP
amendment for additional parking, CUP 260(A);
subsequently v/ithdraws application.
1994: Coast Waste Management receives 5-year CUP
extension, CUP 260x2.
1997: Coast Waste Management granted amended 5-
year CUP 260(B) to aliove for increased tonnage, additional
parking, and revised hours of operation.
2002: Palomar Transfer Station, Inc. becomes operator
of transfer station. Application (CUP 260(C)) is submitted to
the city for an amendment to the existing Conditional Use
Permit to allows for an increase of tonnage, improvements
to on-site circulation and parking, and for roadway
frontage improvements.
2004: Planning Commission unanimously adopted
Resolution No. 5799 recommending certification of EIR 03-
04 and adopted Resolution No. 5800 recommending
approval of CUP 260(C) allowing for changes and
improvements to the Palomar Transfer Station.
