Project Description: The proposed project is an update of the City of Carlsbad's Sewer Master Plan
and the Carlsbad Municipal Water District's (CMWD) Water and Recycled Water Master Plans. The
Master Plans identify the Capital Improvement Programs (CIP) required to meet current and future
demand through build-out of the service areas in 2035. The PEIR will address the potential physical
environmental impacts that would result from implementation of the proposed CIP projects.
This is to advise that the City of Carlsbad has approved the above described project on November 6,
2012, and has made the following determination regarding the above described project.
1. The project will not have a significant effect on the environment.

Project Description
The proposed project is the update of the City of Carlsbad's Sewer Master Plan, and the Carlsbad
Municipal Water District's (CMWD) Water and Recycled Water Master Plans. The Master Plans identify
the Capital Improvement Programs (CIP) required to meet current and future demand through buildout
of the service areas in 2035. The PEIR addresses the potential physical environmental impacts that
would result from the implementation of the proposed CIP projects.
The intent of the Sewer Master Plan is to plan sewer (wastewater) service for the City through buildout
of the wastewater service area, which is anticipated to occur in 2035. Future wastewater flows are
projected to increase by approximately 2.1 million gallons per day (mgd), or 27 percent, at buildout, for
a total ultimate average dry weather wastewater flow of 10 mgd. The proposed CIP includes the
installation of new sewer pipelines (12 CIP projects), rehabilitation of existing sewer pipelines (16 CIP
projects), construction of access roads (2 CIP projects), lift station removals (2 CIP projects), lift station
repairs and improvements (7 CIP projectsL collection system capacity projects (5 CIP projects),
interceptor capacity projects (6 CIP projects), and 2 CIP projects for the Encina Water Pollution Control
Facility (EWPCF).
The proposed Water Master Plan Update includes a capacity evaluation to meet future demands and
recommended CIP projects for continued reliable water service through buildout in accordance to the
City's Growth Management Plan. Potable water demand in anticipated to increase eight percent from
19.1 mgd in 2007 to 20.8 mgd in 2035. The water supply and transmission CIP projects would expand
and diversify the CMWD water supply. Proposed CIP projects include water supply projects (2 CIP
projects), water pipeline installations and improvements (28 CIP projects), storage facility repairs and
improvements (7 CIP projects), pump station improvements (5 CIP projects), groundwater projects (2
CIP projects), and 8 CIP projects for miscellaneous repairs and improvements.
The proposed Recycled Water Master Plan update guides the continued development of the CMWD
recycled water system. Recycled water use will increase as the distribution system is expanded into
future development areas and from conversion of existing potable water customers inside and outside
the CMWD service area to the recycled water system. If all potential demands within CMWD are
connected, CMWD would be expected to meet a recycled water use goal of approximately 27 percent of
total water use by the year 2020. Future demand would potentially exceed the CMWD's recycled water
allocation; therefore, new supply sources would be required to expand the recycled water system. The
proposed CIP projects include the expansion and installation of new recycled water pipeline segments
(67 CIP projects), storage facility improvements (3 CIP projects), and 2 CIP projects that would increase
the capacity of the Carlsbad Water Recycling Facility (CWRF).

review and comment from July 19, 2012 to September 4, 2012.
The PEIR evaluates the broad programmatic implementation of the Sewer, Water, and Recycled Water
Master Plan Updates and provides a comprehensive consideration of potential environmental effects,
including cumulative impacts, mitigation measures, and alternatives. The PEIR is tailored to the
program planning process for the master plans, contemplating that additional detail and environmental
. analysis may be necessary upon implementation of the individual CIP projects that may involve site-
specific or project specific effects not addressed in the PEIR. Significant effects with respect to biological
resources and archaeological resources have been identified in the PEIR. However, all impacts would be
reduced to less than significant levels under CEQA through implementation of the programmatic
mitigation measures identified in the PEIR. No significant, unmitigable impacts associated with
implementation ofthe CIP projects have been identified.
Pursuant to Section 15204 of the California Environmental Quality Act Guidelines, in reviewing draft
EIRs, persons and public agencies should focus on the sufficiency of the document in identifying and
analyzing the possible impacts on the environment and ways in which the significant effects of the
project might be avoided or mitigated. Comments are most helpful when they suggest additional
specific alternatives or mitigation measures that would provide better ways to avoid or mitigate the
significant environmental effects. All comments on the Draft PEIR must be submitted in writing to the

Project Applicant: Carlsbad Municipal Water District, City of Carlsbad
Project Location: The project area consists of the service areas of the Carlsbad Municipal Water District
(CMWD) for water and recycled water, and the City of Carlsbad's (City) wastewater service area. The
CMWD is a subsidiary district of the City of Carlsbad. The project area is generally located in the
northern part of San Diego County within the City of Carlsbad, as shown in Figure 1. The City provides
wastewater service to approximately 78 percent (30.45 square miles) of the 39 square miles comprising
the City limits. The CMWD service area is 20,682 acres (approximately 32 square miles) and covers
nearly 83 percent of the City. The recycled water service area is the service area of CMWD as well as a
portion of the Vallecitos Water District located within the City of Carlsbad. Some CIP projects would
extend into the areas of the cities of Oceanside, Vista, and San Marcos that are adjacent to Carlsbad in
order to provide greater water supply reliability or extend recycled water service.
Project Description:
The proposed project is the update of the City of Carlsbad's Sewer Master Plan, and the Carlsbad
Municipal Water District's (CMWD) Water and Recycled Water Master Plans. The Master Plans identify
the Capital Improvement Programs (CIP) required to meet current and future demand through buildout
of the service areas in 2035. The PEIR will address the potential physical environmental impacts that
would result from the implementation of the proposed CIP projects.
The intent of the Sewer Master Plan is to plan sewer (wastewater) service for the City through buildout
of the wastewater service area, which is anticipated to occur in 2035. Future wastewater flows are
projected to increase by approximately 2.1 million gallons per day (mgd), or 27 percent, at buildout, for
a total ultimate average dry weather wastewater flow of 10 mgd. The proposed CIP includes the
installation of new sewer pipelines (11 CIP projects), rehabilitation of existing sewer pipelines (28 CIP
projects), lift station removals (2 CIP projects), lift station repairs and improvements (3 CIP projects),
collection system capacity projects (2 CIP projects), interceptor capacity projects (6 CIP projects), and 2
CIP projects for the Encina Water Pollution Control Facility (EWPCF).
The proposed Water Master Plan Update includes a capacity evaluation to meet future demands and
recommended CIP projects for continued reliable water service through buildout in accordance to the
City's Growth Management Plan. Potable water demand in anticipated to increase eight percent from
19.1 mgd in 2007 to 20.8 mgd in 2035. The water supply and transmission CIP projects would expand
and diversify the CMWD water supply. Proposed CIP projects include water supply projects (2 CIP
projects), water pipeline installations and improvements (28 CIP projects), storage facility repairs and
improvements (7 CIP projects), pump station improvements (5 CIP projects), groundwater projects (2
CIP projects), and 8 CIP projects for miscellaneous repairs and improvements.
The proposed Recycled Water Master Plan update guides the continued development of the CMWD
recycled water system. Recycled water use will increase as the distribution system is expanded into
future development areas and from conversion of existing potable water customers inside and outside
the CMWD service area to the recycled water system. If all potential demands within CMWD are
connected, CMWD would be expected to meet a recycled water use goal of approximately 27 percent of
total water use by the year 2020. Future demand would potentially exceed the CMWD's recycled water
•
allocation; therefore, new supply sources would be required to expand the recycled water system. The
proposed CIP projects include the expansion and installation of new recycled water pipeline segments
(69 CIP projects), storage facility improvements {3 CIP projects), and 2 CIP projects that would increase
the capacity of the Carlsbad Water Recycling Facility {CWRF).
Potential Environmental Effects: Environmental issues to be analyzed in detail in the PEIR include
aesthetics, air quality, biological resources, cultural resources, geology and soils, greenhouse gas
emissions, hazards and hazardous materials, hydrology and water quality, land use and planning, noise,
and transportation/traffic.
