This letter is to verify that the following Clients of Jack
Henthorn and Associates, who are owners and/or developers of
property located in Zone 20, are committed to funding the
cost of preparing the Environmental Impnct Report required
in conjunction with the zone 20 Specific Plan:

'fhe original application was filed by Mr.. Howard Katkov, of
Carlsbad Heights as a result of specific requests made
following the filing of various applications for tentative
map approvals.
Numerous meetings have been held regardir1g the Apecif ic Plan
and related Environmental Impact Report and a clear
understanding of cost sharing and total obligations exist
among the individuals in the client group.
