Howard Katkov, of Carlsbad Heights as a result of specific requests made following the filing of various applications for tentative map approvals. Numerous meetings have been held regardir1g the Apecif ic Plan and related Environmental Impact Report and a clear understanding of cost sharing and total obligations exist among the individuals in the client group.
