HomeMy WebLinkAboutEIR 93-02; Green Valley; Environmental Impact Report (EIR) (12)L March 16,1994 Joe Hoenipan 2207 Recodo Court Carlsbad, CA 92009 Dear Mr. Hoenipan: As the project planner for the Green Valley, I have been asked to respond to your letter dated March 9, 1994 and addressed to Mayor Lewis. Although the terms discount and outlet have been used, they are not fully accurate descriptors of the Green Valley Master Plan's commercial component. The commercial center proposed will be comprised predominantly of retail buildings in the 50 thousand square foot range. The total building area proposed is 600 thousand square feet. There are no committed users of those buildings right now, but the variety of stores could range from furniture to sporting goods to electronics to cite a few. The quality of the center's design will be insured by the discretionary review of the City Council. The retailers will locate in the center because they will be close to their market. The density of the proposed Master Plan is within the allowances of the Carlsbad Growth Management Plan (CGMP). The entire site is approhtely 281 acres. Through the analysis of constraints, roughly 35 acres were identified as being available for residential development which translates to 400 units. Consistent with General Plan goals, the Master Plan proposes development on only 17.9 acres with the intent of preserving open space. The Master Plan wiU provide 70% of the total site acreage in open space. The design of the residential development will be reviewed by the Planning Commission. The Master Plan has been forwarded to the City Council for consideration. It is anticipated that their review will be in April. Your name and address will be included on the notification list. I have been told that the commercial development is to be oriented toward lldiscountll and factory outlet type of retailers. This would seem to be out of character with the La Costa area. Oge of the reasons that I chose to move to La Costa was the llupscalell reputation. It would seem that a discount mall would tarnish the area's reputation and hurt property values. An alternative orientation for the commercial space should be considered. 2. I would also like to see a lower depsity in the residential portion of the proj6ct. 400 apartments on 17.9 acres will be an eyesore with little if any green area. I would like to see council reduce the density and require the inclusion of park like areas to ensure that the project is attractive and visually appealing. P , We residents of La Costa feel detached from Carlsbad due to the great distance between the village and our homes. I, for one, go out of my way to patronize Carlsbad merchants and I support continued residential and commercial development in our city. I'm counting on you to make sure that development in La Costa maintains the character of the area and is in the best interest of residents close to the development. Sincerely 9
