HomeMy WebLinkAboutEIR 93-02; Green Valley; Environmental Impact Report (EIR) (13)March 2, 1994 Mike Kaul LA COSTA FLORIST 7720 El Camino Real Carlsbad, CA 92009 MEDIAN ON EL CAMINO REAL Thank you for your letter, dated February 19, 1994, expressing your concern about the median and intersection for the Plaza de La Costa Real. In your letter you refer to the 'new'median proposed for El Camino Real" and an intersection for the shopping center. However, that median and intersection were approved by the Planning Commission with the Site Development Plan (SDP) 78-3 on March 28,1979, when the Plaza de La Costa project was approved. Any change to the location of the intersection or elimination of the median would have to take place by an amendment approved by the Planning Commission at a public hearing. This amendment can only be applied for by the property owner or the City. If an amendment is processed, proper traffic studies will be dons to determine the proper location of the intersection. However, it is the City's standard design to include medians on prime arterial roadways when fully improved for safety purposes. No decision has been made by the City as to whether to amend the SDP. That decision will not be made until at least the first review of improvement plans are submitted for the median. At this point, the best course of action I would suggest for you is to encourage the new property owner to contact the City and let us know whether they are interested in amending their site plan, Thank you for your time and the concern you have expressed regarding this issue. WOJCIK: FEB 2 2 1994 ENGINEERING DEPARTMENT IT HAS COME TO MY ATTENTION THAT THERE IS A NEW MEDIAN PROPOSE0 FOR EL CAMINO REAL ON THE WEST SIDE OF PLAZA DE LC?; COSTA REAL WHICH WOULD PRECLUDE SOUTH BOUND TRAFFIC FROM ENTERING THE SHOPPING CENTER AT THE NORTH MOST DRIVEWAY. THE PRELIMINARY PLAN CALLS FOR AN INTERSECTION FURTHER SOUTH WHICH WOULD UTILIZE A DRIVEWAY ADJACENT TO BUILDING 7750. THIS PARTICULAR ENTRANCE TO THE CENTER IS THE LEAST VISIBLE AND THE LEAST USED BY CLIENTS. Ti IS ALSO A CONSIDERABLE DISTANCE FROM THE MAJORITY OF THE RETAIL STORES IN THE CENTER. PATRONS USING THIS SOUTHERN ENTRANCE HAVE TG DRIVE THKOUGt4 A MAIZE OF SHORT ISLES TO GET THE MAJORITY OF RETAIL SHOPS LOCATED AT THE QTC-iER END OF THE CENTER. CREATING THIS TYPE INCONVENIENCE FOR CUSTOMERS WILL HAVE A MAJOR ADVERSE IMPACT ON BUSINESS. I AM OPPOSED TO ANY CENTER MEDIAN ON EL C'AMINO REA1 WHICH IMPEDES ACCESS TO THE SHOPPING CENTER FROM ANY DIRECTION. 3: WOULD WELCOME THE OPPORTUNITY TO DISCUSS Tt-iIS ISSUE WITH THE APPROPRIATE CITY PLANNERS PRIOR TO A PLAN BEING FINALIZED.
