MEDIAN ON EL CAMlNO REAL
Thank you for the letter dated February 14, 1994, expressing your concern about the median opening for the Plaza de La Costa Real. I appreciate your taking the lead on this for the other tenants until the new property owners can become involved.
As I understand, you desire to have a median opening at the northerly driveway rather than the center driveway as previously approved for the Plaza de La Costa project. The location of the opening was fixed by the approval of the Planning Commission with Site Development Plan (SDP) 78-3 on March 28, 1979. Any change in the location would have to take place with an amendment being approved by the Planning Commission at a public hearing.
This amendment can only be applied for by the property owner or the City. tf an amendment is processed, proper traffic studies will be done to determine where any median opening should be placed.
No decision has been made by the City as to whether to amend the approved plan. That decision will not be made until, at least, the first review of improvement plans are submitted for the median.

At this point, the best course of action I would suggest for you is to encourage the new property owner to contact the City and let us know whether they are interested in amending their site plan.

Dear Mr. Wojcik
Per our recent conversation, I am writing to you regarding
the proposed center median on El Camino Real. As you know,
Plaza de la Costa Real has recently gone into receivership.
With interim management having just been named, the tenants
would like to provide you with direct input on this matter.
It is our understanding that the median is to be built in
conjunction with the Green Valley project west of El Camino
Real. A preliminary plan includes an intersection and traffic
light at the center driveway into the plaza adjacent to the
Keadi-Care building. Many of the business owners agree that
this is not the best location for the intersection.

Clearly, the bulk of the plaza's retail activity occurs in
the area between Vons and the old library site with the
primary point of access at the northern driveway between
Dance Arts and Tuesday Morning. Placing a center median at
this point would block access to the main part of the plaza
for southbound traffic on El Camino Real. Since a very large
percentage of our customers drive from the communities north
of the center, restricting this traffic would hurt business.
As the city has not yet finalized plans for the median, the
tenants would like to participate in any discussions that
will lead to a decision. We would welcome an opportunity to
tour the plaza with you and clarify our concerns. Please let
me know if such a meeting is possible and I will make the
necessary arrangements. I hope to hear from you soon.
