SMITH AND ASSOCIATES ARCHAEOLOGICAL AND HISTORICAL CONSULTING March 24,1998 Christer Westman Planning Department City of Carlsbad 2075 Las Palmas Drive Carlsbad, California 92107 RE: La Costa Glen Archaeological Mitigation Program Dear Mr. Westman: Since early March, we have been conducting the data recovery program at Site SDI-13,172 at the La Costa Glen Project in Green Valley. The program has followed the outline provided to you in the Research Design document submitted in February. In accordance with our plan, we began the project with a 5% sample of 13 test units in the location designed by Archaeological Associates as the area of significance of the prehistoric occupation at SDI-13,172 (Archaeological Associates 1993). The test units were excavated to depths that equaled or exceeded the reported depth of the archaeological deposit identified by Archaeological Associates. The results of the excavation of the 13 test units generally correlated with the results of the units excavated previously in 1993. The recovery from the units typically included a less than 15 flakes and 10 marine shell fragments. The total recovery from the test units included 72 pieces of lithic production waste (primarily flakes), two manos, one projectile point fragment, and one potsherd of Tizon Brown Ware. Marine shell from the units included approximately 91.3 grams, and 11.8 grams of food bone was also recovered. The projected discovery of features or concentrations of artifacts, as proposed by Archaeological Associates, never materialized. The overall recovery from the test units was disappointing, as the research potential of the materials from the test units is very limited. Based upon the recovery from the test units, the potential to find any significant components within the boundaries of SDI-13,172 seems very remote. Since the deposit appears to be very homogeneous, and lacks any indications of features, I will propose that the Phase 1 sample of 5% will be sufficient to achieve the goals of the data recovery program. A Phase 2 sample will not be required, and no additional field work is necessary. We will contin~ie to conduct the laboratorv analysis, and will submit a final technical report in the next month. At this tune, the property can be released for grading from the standpoint of the cultural resource mitigation requirements of the EIR and conditions of approval. I would recommend that an archaeologist be on site during the grading operation in the area of SDI-13,172 in the event that other important deposits are uncovered and require salvage.
