Dear Mr. Robertson:
i In your correspondence of November 19, you requested a letter from the District stating that all
previous issues with respect to the Green Valley Master Plan had been adequately addressed - in the Local Facilities Management Plan. I 1

The project is in the District and eligible to receive water service from the public system subject
to the rules and regulations of the District.
The District has been requested to furnish a staff estimate, based on current conditions, of the
adequacy of the Carlsbad Zone 23 Local Facilities Management Plan, which addresses this
District’s capability to serve potable water to the project. This letter is issued for planning
purposes and is not a commitment, express or implied, that the District will provide service at
a future date. Commitments to provide water service are made only by the District’s Board of
Directors and are subject to the applicant’s compliance with the District’s fees, charges, rules
and regu!&ions, the Environmental Quality Act of 1970, as amended, and the applicant’s
agreement to construct any required on-site and off-site facilities, together with the applicant’s
providing security as required by the District for such construction.
The District’s reference #I correspondence suggested areas to review in the authorship of the
document and was responded to by P&D Technologies, reference #2. While the issues have
been generally addressed adequately, it needs to be stipulated that the District’s responses are
considered for planning purposes only. It must be understood that specific information has not
yet been furnished to the District to determine with any degree of specificity the on-site and off-
site facilities, relocation of facilities, or adequacy of service to the specific project. Before such
commitments can be made, the project must be submitted to the District for an hydraulic
analysis to be performed by the District’s consulting engineer and all the specific issues relevant
at that time to the project will need to be addressed by the District’s staff and the Board of
Directors.
