CALLE BARCELONA CONSTRUCTION
Thank you for responding to the Green Valley Draft Environmental Impact Report (DEIR).
The question regarding the deletion of the west leg of the El Camino Real/Levante Street
intersection which you posed to staff and which is directly associated with the DEIR will be
addressed in the DEIR and correspondence will be forwarded to you.
Regarding the question of whether or not a financial contribution should be made by the
Green Valley project proponent (Carlsbad Partners) to Fieldstone for the construction of
Calle Barcelona through the Arroyo La Costa project; although approximately 22.5% of the
proposed Green Valley project traffic may utilize Calle Barcelona, financial contribution
from Carlsbad Partners to Fieldstone has been investigated by staff and will not be required
as part of the Green Valley project approval process. Construction of Calle Barcelona through Arroyo La Costa is required in the Zone 12 Local Facilities Management Plan
(LFMP) and is considered as frontage improvements in accordance with Carlsbad Municipal
Code and the Subdivision Map Act and was subsequently imposed as a condition of approval
for the Arroyo La Costa Final Map.
