The Foundation is fundamentally opposed to development on this site and therefore supports the No Project Alternative described in the DEIR. The Foundation supports efforts to purchase this property, possibly using funds that will become available upon passage of the CALPAW initiative. This area, if protected, could be partly or fully revegetated. This would create a preserve similar to Torrey Pines Stare Park. A preserve of this size could have superior economic benefits for Carlsbad due to increased tourism and property values in southern Carlsbad. Home sales could also increase due to such an amenity. North Green Valley contains some of the most significant vegetation remaining in coastal San Diego County. The DEIR notes that vegetation along this portion of Encinitas Creek represents the bulk of all riparian vegetation in Green Valley. Furthermore, the Southern Maritime Chaparral which covers most of the bluffs is exceedingly rare. The previous constraints study for this project noted that only three large areas of this habitat type remain in San Diego County. The Foundation recommends that this property be purchased and restored.
