The San Dieguito Union High School District has worked with the City and consultants for this project since 1992. I was very disappointed to review the brief statement enclosed in the draft EIR on page 4.12-5 regarding school facilities. As you can see in the enclosed correspondence, the following letters have been transmitted to the City and it's consultants regarding the impact of this project on the San Dieguito Union High School District: - 0 Letter dated November 3, 1992, to Dennis Cunningham, Planner with Planning Systems regarding the impact of the development on Zone 23 0 Letter dated November 25, 1992, to Christor Wesman, Associate Planner, City of Carlsbad regarding school availability for the Green Valley Project Additionally, the District has had several telephone discussions with other consultants on this project including, Karen Sievert with P & D Technologies, Gary Wood with P & D Technologies, in November of 1992, as well as others. The Draft EIR is deficient in our opinion because the impact on the San Dieguito Union High School District is not well identified and mitigation measures are not mentioned. An enclosed updated EnrollmenKapacity Report identifies in detail the impact this new development will have on our school district. As you can see the San Dieguito Union High School District has accommodated growth by adding additional portable classrooms district wide to the extent that 38% of our teaching stations are in portable/relocatable buildings. The district is currently over capacity of the permanent c Diegueno JH Earl Warren jH Oak Crest JH 0 North Coast Alternative HS San Dieguito HS 0 San Dieguito Adult Mucation 0 Sunset HS 0 Torrey Pines HS c facilities in the district by 2,013 students. The District is above capacity at all of its school sites and exceeds the State standards of 30% of building capacity in portable/relocatable buildings by 622 students district wide. While portable classrooms are an acceptable alternative to housing additional students, the San Dieguito Union High School District has requested that staff work with developers in new projects to identify the impact of their development on the District. Preliminary estimates indicate an additional 160 students in grades 7-12 would be generated by this project. The San Dieguito Union High School District requests that the developer of the Green Valley project work with the District in developing a school facilities financing plan. As indicated in attached correspondence, the District is currently working with other developers in south Carlsbad, most recently Fieldstone/La Costa and California Pacific Homes, to develop a Mello-Roos District to assist in the financing of school facilities. The current school fees in accordance with the San Dieguito Union High School District's policy based on current State statutes is insufficient to fully fund the impact of this development on the District. The San Dieguito Union High School District also requests that the project be approved conditionallv provided the applicant works with the District in developing a school facilities financing plan. In summary, the District feels as if the Draft EIR as it relates to schools in the San Dieguito Union High School District is insufficient, does not fully identify the impact nor does it suggest mitigation measures that the applicant should pursue in minimizing the potential impacts of this development on the District.
