HomeMy WebLinkAboutEIR 93-02; Green Valley; Environmental Impact Report (EIR) (41)r FIELDSTONE @ * - LA COSTA Dctober 27, 1993 Mr. Christer Westman Planning Department City of Carlsbad 2075 Las Palmas Drive Carlsbad, California 92009 Re : Draft EIR - Green Valley Master Plan Dear Mr. Westman: Fieldstone/La Costa Associates is the owner of the Arroyo La Costa master plan immediately east of El Camino Real from the Green Valley site. Both projects are intended to be accessed via the future Calle Barcelona. We have had an opportunity to read and review the draft EIR for the Green Valley Master Plan, and offer one comment. If the "environmentally preferred alternative" is adopted, the Levante f- crossing is eliminated and therefore it is assumed that more traffic would find access into the Green Valley site from the Calle Barcelona crossing. What effect would the elimination of the Levante access have on the overall traffic and noise impact to Calle Barcelona and the Arroyo La Costa project? In addition, we have a question concerning the Green Valley project's traffic impact to Calle Barcelona as it relates to the City's growth management policy of requiring a financial contribution in the event that impact on a facility comprises 20% or more of the total traffic volume. We note from the traffic analysis that in fact Calle Barcelona receives 22.5% of the Green Valley traffic. While this perhaps is not strictly an issue to be discussed in the context of the environmental report, the matter of Green Valley's contribution to the construction of Calle Barcelona is of concern and we would request that it be fully addressed as part of the City's discretionary approvals of this project.
