The Project proposes to impact 1.6 acres of coastal sage scrub, 4.6 acres of riparian, and 1.0 acres of salt marsh restoration and 3.5 acres of enhancement proposed as mitigation for the riparian impacts, but has concerns about the coastal sage scrub impacts and salt marsh mitigation. /I habitat. The Department agrees with the 11.75 acres of The Department prefers avoidance to replacement in regards to the coastal sage scrub. This is in reference to the 0.6 acres located in the south-central area of the project site. The Department recommends avoidance of this area to reduce the impacts and also to prevent temporal loss of habitat values. The Department request clarification of mitigation measures to offset impacts to salt marsh habitats. On page 4.4-9 of the DPEIR, the document states that the plan does not specifically address mitigation for this habitat type. However, in the Executive summary, creation of 2.0 acres of salt marsh habitat is proposed to mitigate impacts to 1.0 acres of salt marsh existing on site. The Department would agree that 2.0 acres of salt marsh restoration would mitigate this impact, but would like clarification on this point. x Mr. Christer Westman October 25, 1993 Page Two a wildlife connection between the Green Valley riparian habitat and Batiquitos Lagoon (Lagoon). This would be consistent with the City's goal for maintaining Itinter-preserve linkages" as discussed in the preliminary draft Habitat Management Plan (HMP). The project lies within preserve planning area #8 of the HMP. Currently the wildlife corridor dead-ends at La Costa Avenue where wildlife are forced to either cross the road or enter an inadequate water-filled culvert under the road to reach the Lagoon. The health of the Lagoon ecosystem is diminished by this present barrier. The proposed project and the City's up-coming La Costa Avenue widening project would provide a timely opportunity to rectify the inadequacy of this corridor condition.
