Dear Mr. Shirey:
Your letter of March 30, 1993 concerned the issuance of a Master Plan (MP 92-01) and Local
Facilities Management Plan (LFMP), Zone 23 for a proposed commercial and residential
development in the Green Valley area. Your letter requested comments prior to issuance of the
document. The following comments pertain.
Executive Summary
1. Page IV, Paragraph G, Sub-paragraph 7, Water Distribution, this revised sentence is
suggested: "Water service facilities to Zone 23 meet the performance standards through build-
out of this zone, all in accordance with the Olivenhain Municipal Water District's policies, rules,
and regulations."

2. Page V, Paragraph H, Sub-paragraph 6. There is a degree of ambiguity inherent in
the paragraph. The District is not aware of what the "performance standards" that are to be
used in the "yearly monitoring" by the City in order to determine non-conformance for any public
facility or service. The criteria with respect to the water facility service and the reclaimed water
service which is to be provided by the Olivenhain Municipal Water District will be determined by
the District.
3. Page VI, Paragraph I, Sub-paragraph 5, Drainage, the City should be aware of a
District easement concerning drainage and drainage rights, recorded July 22, 1975 as FilelPage
#75-189466. The effect of the drainage easement on the development, including the relocation
of the drainage facilities required, should be addressed in addition to the developer's
responsibility.

Public Facilities and Services
- 1. Chapter 3, Page 78, Paragraph 7, Water Facilities: The inventory table of existing
facilities shown on that page indicates a 12-inch water line in El Camino Real. The exact size
of the water main in El Camino Real, or any transmission/distribution mains in conjunction with

/I this project, are necessarily the function of a hydraulic analysis to be performed by the District’s
consulting engineer. For planning purposes, it may well be acceptable to utilize a 12-inch line
and to speak of 16-inch lines on-site, which are now existing, all in relation to a future study to
confirm the requirements by the District’s consulting engineer.
2. Chapter 3, Page 80, Exhibit 3-15E, there are several typographical errors, i.e., the
existing 15-inch high pressure and low pressure water mains are 1 &inch. Additionally, the
following tables on Page 81 need to be revised, Le, the fire service and the residential average
unit demands need to be reversed on the tables and the table at Paragraph D, Project Build-Out
Demand, needs to be changed to reflect gallons per day per EDU for the residential criteria and
separate criteria for commercial.
3. Chapter 3, Page 82, Paragraph F, Possible Use of Reclaimed Water: The paragraph
indicates that the City will provide reclaimed water to the project. It should be noted and should
be so stipulated in this document that the project is in the Olivenhain Municipal Water District
service area and both potable and reclaimed water will be provided by this district to this project.
4. Chapter 3, Page 84: The table indicates an estimated cost of $56O,OOO which must be
qualified as stipulated above in relation to a future study to be done by the District’s consulting
engineer to determine the extent of facilities required.

1. Page 140, Utilities, Paragraph 3, indicates the possibility of relocating 1 &inch water
mains. This requires long lead time coordination with District staff and consulting engineer. The
approval for such possible relocation will not be unreasonably withheld, but must meet District
requirements as acceptable alternatives.
The comments above are submitted for inclusion in the subject document. Of paramount
significance is the statement that this project is in the service area of the Olivenhain Municipal
Water District and all potable and reclaimed water service will be provided by this District. No
other statement in this or any document is acceptable.
